The Pharmacy & EPI Supervisor is responsible for providing technical leadership, supervision, monitoring, and quality assurance of Pharmacy and Expanded Program on Immunization (EPI) services across AFV-supported Basic Health Centers (BHCs) in Kabul Province. The responsibilities also include management of Pharmacy Stock, Warehouse, Health Facility medicine supplies, stock cards, consumption report, database of medicine and medical supplies in the country Office and Health Facility level.
The incumbent ensures uninterrupted availability of medicines, vaccines, medical supplies, and cold chain equipment while maintaining compliance with BPHS, MoPH, EPI, and pharmaceutical management standards.
The Pharmacy / EPI Supervisor is also responsible for supervision and providing technical support to HF, ensuring RCW 50s are functional and supplied with gas supply to operate, ensure supply of vaccine to HF, verify data received form HF level related to EPI, and ensure the target is reached on immunization. The incumbent should regularly monitor proper and timely distribution of vaccines and maintenance of vaccines in the optimal temperature.
The pharmacy /EPI supervisor works closely with and under the supervision of the AFV Health Coordinator and Health Project Officer to provide technical support to Health Facilities through frequent supervision, communication, on the job and formal trainings, workshops, and other activities for the health staff. He conducts regular visits to the field to ensure the Pharmacy /EPI related performance, supply of medicine and medical supply, supply of vaccines, storing vaccines properly, reporting of pharmacy /EPI data, quality and consistency of data and progress toward implementation of Project.
Key Duties and Responsibilities
Technical Tasks:
· Establish well organized pharmacy Stock or Warehouse in Health Facility level and country Office level.
· Ensure timely medicine supplies. Maintain stock cards and database of medicine and medical supplies in PO level.
· Maintain stock cards and database of medicine and medical supplies in HF level.
· Ensure preparing and collection of consumption report of medicine and medical supplies as per standard template.
· Conducting medicine quantification and other related trainings in the field of Pharmacy to the Health Facility Medical team. Ensuring buffer stock availability in HF level.
· Request for medicine and medical supplies. Ensuring HF capacity is developed in medicine field to the extent possible.
· Supervise and support the medical team in Health Facility as per the implementation plan ensuring RCW 50s or other kind of EPI refrigerator are functional and supplied with gas to operate. Ensure supply of vaccine to HF.
· Check and verify the data received from HF level related to EPI. Ensure the target is reached on immunization.
· Ensure proper and timely distribution of vaccines and maintenance of vaccines in the optimal temperature.
· Maintain standard and appropriate storage of the medicine in pharmacy stock.
· Maintain a computerized data base of essential drugs in the AFV Pharmacy Stock.
· Maintain proper records of the Pharmacy Stock.
· Prepare purchase orders for supply of medicine and assist the Logistic Department in procurement of medical equipment and supplies.
· Raise of awareness regarding EPI services in HF when vaccines are supplied.
· Supervision of HF for proper storing and timely administration of vaccines
· Ensure all vaccine related data is properly recorded and kept and related reporting tools.
· Supervise consistency of data, timely collection of data for reporting purpose.
· Data Processing and analysis: Ensuring the data collected from HF level is as per registration. Presentation of analyzed data in summary tables and graphs along with interpretation of Information. Ensure achievement of target of related indicator. Prepare performance improvement Plan or action plan for the problem and follow up the performance to ensure the problem is addressed.
· Capacity building of Staff of Health Facility Improving quality of data collected from FH through:
On-job training of staff of HF during supervision visits. Conducting Pharmacy/ EPI refresher training for staff of HF. Assist the team in training Need Assessment of staff of HF.
· Managing CAAC survey in the catchment on annual basis, Identify and recruit Surveyors conducting training for Surveyors. Support conducting survey in the field.
Coordination, Reporting, and M&E:
- Monitor the EPI and CBHC activities in community and health facility level
- Participate in the health shura meeting and share the AFV achievements with Community Shura
- Assist the health team in data entry of pharmacy/EPI Report from HF to National Data Base. Monitoring and evaluation of Survey
- Analysis and evaluation of Survey data
- Support final report of catchments area annual science or microplanning survey
- Keep proper record of CAAC survey for payment and record keeping.
- Establish and strengthen referral system from community to HF
- Assist the Project team and research team in conducting Epidemiological surveys:
- Data collection, data entry and analysis of epidemiological studies conducti in the catchment and all related report
- Participate in related subcommittee. Prepare Field Visit Report
- Prepare monthly activity report
- Prepare monthly Pharmacy/EPI Report of Health Facility.
- Assist the health team in preparation of Monthly, Quarterly and Annual Progress Reports.
