MEAL Assistant

Community Based Humanitarian & Development Organization (CBHDO) is an Afghan non-governmental organization established in 2020, committed to supporting vulnerable and marginalized communities across Afghanistan. CBHDO delivers programs in Child Protection, Education, WASH, Health, Emergency Response, Nutrition, and Livelihoods.

CBHDO is implementing the SOS – Children on the Move Project in Kabul province in PD-17 (Khair Khana) partnership with Save the Children. The project aims to support vulnerable children through Community Children Centers (CCC)/Safe Kashana, providing education support, psychosocial activities, parenting support, and community engagement to ensure protection and well-being of children.

Under this project, CBHDO will establish and operate 02 Community Children Centers (CCC) to provide Catch-up Classes (CuC), child protection support, life skills, and recreational activities for children at risk.

To support implementation of education and child protection activities, CBHDO will recruit two CCC Facilitators to conduct learning sessions, child-friendly activities, and community engagement.

The facilitators will support the operationalization of CCC and implementation of project activities in accordance with the Scope of Work and Partnership Agreement

Main Responsibilities

1. Monitoring and Data Collection

• Support the implementation of project monitoring activities in accordance with the MEAL plan.
• Collect, verify, and compile project data from field activities and Community Children Centers (CCC).
• Ensure timely submission of monitoring data and supporting documents.

2. Data Management

• Maintain accurate project databases and beneficiary records.
• Assist in data entry, data cleaning, and validation to ensure quality and accuracy.
• Support the preparation of monthly, quarterly, and donor reports.

3. Monitoring and Evaluation

• Participate in routine field monitoring visits to assess project progress and quality.
• Assist in conducting baseline, endline, post-distribution monitoring (PDM), and other assessments as required.
• Support the documentation of lessons learned, success stories, and best practices.

4. Accountability

• Support the implementation of the Community Feedback and Response Mechanism (CFRM).
• Receive, record, and refer beneficiary feedback and complaints according to organizational procedures.
• Ensure confidentiality and timely follow-up of complaints and feedback.

5. Reporting and Documentation

• Prepare regular monitoring summaries and data reports for the Project Officer and MEAL Officer.
• Maintain organized electronic and hard-copy filing systems for MEAL documents.
• Support data visualization, analysis, and presentation of project achievements.

6. Safeguarding and Compliance

• Ensure compliance with CBHDO and Save the Children safeguarding, child protection, and data protection policies.
• Maintain confidentiality of beneficiary information at all times.
• Immediately report any safeguarding concerns in accordance with organizational procedures.

Deliverables

The MEAL Assistant is expected to:

• Maintain accurate and up-to-date project databases and beneficiary records.
• Conduct routine monitoring visits and support project assessments.
• Prepare timely monitoring reports and data summaries.
• Support implementation of accountability and feedback mechanisms.
• Ensure high-quality data collection, verification, and documentation throughout the project.

Qualifications and Experiences

Education

• Minimum: Diploma in Statistics, Information Management, Social Sciences, Economics, Business Administration, or a related field.
• Preferred: Bachelor's degree in Statistics, Monitoring & Evaluation, Social Sciences, Development Studies, or a related discipline.

Experience

• Minimum 1 year of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), data management, or project monitoring with NGOs or humanitarian organizations.
• Experience using data collection tools such as KoboToolbox, ODK, or similar mobile data collection platforms is preferred.
• Experience in data analysis, reporting, and database management is an asset.

Skills & Competencies

• Good knowledge of monitoring and evaluation concepts and data quality standards.
• Strong computer skills, particularly in MS Excel, Word, and data management applications.
• Ability to analyze and organize data accurately and efficiently.
• Good report-writing and documentation skills.
• Strong communication and interpersonal skills.
• Ability to travel to field locations and work respectfully with communities.
• Fluency in Dari; knowledge of Pashto is an asset.
