About TLO

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Paktika, Herat, Ghazni, Farah, Samangan, Balkh, Nangarhar, Maidan wardak and Baghlan and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

The Field engineer will work closely with Provincial Coordinator and Senior Infrastructure Engineer at TLO sub offices located at Ghaznii province.  His duty station will be based in all targeted district of Ghazni province for implementation of irrigation infrastructures, check dams and other construction projects.

Duties / Responsibilities:

  • Conducting site visits, monitoring schedules, and supervising technicians.
  • Running field operations, offering technical support, and troubleshooting on-site issues.
  • Estimating costs, approving project designs, and preparing contracts.
  • Provide on-site technical support for engineering projects, including installation, testing, and commissioning of equipment and systems
  • Collaborate with project managers, senior infrastructure engineers and contractors to ensure projects meet specifications, timelines, and budget requirements
  • Conduct site inspections and surveys to assess conditions and verify compliance with design plans and safety standards
  • Prepare and maintain detailed field reports, technical documentation, and project records
  • Ensure all work is performed safely and in compliance with local, country, and sector stakeholder.
  • Coordinate with cross-functional teams to resolve technical challenges and optimize project performance
  • Monitor project progress and provide feedback to engineering and management teams to support decision-making
  • Working closely with procurement/ logistics, M&E, Admin and finance Department for smooth work progress and timely supply of construction materials/labor and payments.

·         Prepare daily, weekly, and monthly progress reports and update the senior infrastructure irrigation engineer on project developments.

  • Support commissioning, handover, and post-installation evaluation of systems and equipment.
  • Estimating costs, approving project designs, and preparing contracts.
  • Analyzing data, monitoring expenditure, and drafting progress reports.
  • Mitigating risk, ensuring compliance, and evaluating environmental impact.
  •  Directing staff, contractors, engineers, and other on-site personnel.
  • Meeting with clients and stakeholders.
  • Drafting and submitting reports to superiors and other key individuals.

Job Requirements

    • Education: Education: Bachelor’s degree in civil engineering or a related field.
    • Experience: 5–7 years of field engineering or technical project experience, preferably in construction projects, with at least 4 years specifically working on Irrigation projects.
    • Technical Knowledge: Strong understanding of construction, irrigation infrastructures, and structural systems relevant to project scope, familiarity with AutoCAD, Civil 3D, Excel, power point and word other engineering software.
    • Problem-Solving: Ability to troubleshoot complex technical issues and implement practical solutions in the field
    • Attention to Detail: Accuracy in site assessments, documentation, and compliance with project specifications
    • Communication: Effective verbal and written skills for coordinating with clients, contractors, and internal teams
    • Safety Awareness: Knowledge of workplace safety standards, TLO regulations, and site safety protocols
    • Project Management: Ability to manage multiple tasks, schedules, and priorities under time-sensitive conditions
    • Project location: Willingness to travel and work in the field in all targeted districts, Ghazni province under CARL projects.
    • Language: Fluency in English, Pashto and Dari is required.
