Job Description

Background

The organization is implementing school construction, rehabilitation, and WASH infrastructure activities to provide safe, inclusive, and quality learning environments. The works may include construction and rehabilitation of classrooms, school buildings, latrines, water supply systems, drainage, boundary walls, electrical works, and other associated infrastructure.

The QC Engineer will be responsible for establishing, monitoring, and documenting quality control procedures throughout the project lifecycle. A key responsibility will be the review and processing of material submittals, ensuring that all proposed materials, products, equipment, and construction methods comply with approved drawings, BoQs, specifications, applicable standards, and project requirements before they are procured or incorporated into the works.

 

Job Summary

Under the supervision and direction of the Project Manager, the QC Engineer will ensure that all construction and rehabilitation works are implemented in accordance with approved technical requirements and accepted quality standards.

The position will focus particularly on:

·       Quality assurance and quality control.

·       Review and approval coordination of material submittals.

·       Inspection and testing of construction materials.

·       Inspection of workmanship and completed works.

·       Non-conformance identification and corrective action.

·       Laboratory testing and quality documentation.

·       Prevention of defective and non-compliant works.

Duties & Responsibilities

Quality Control Management

  • Develop and maintain project quality control procedures and checklists.
  • Ensure that construction activities comply with approved drawings, specifications, BoQs, method statements, and applicable standards.
  • Establish inspection and testing requirements for major construction activities.
  • Conduct regular quality inspections at project sites.
  • Verify the quality of workmanship and materials before and during installation.
  • Identify quality problems at an early stage and recommend corrective measures.
  • Ensure that defective or non-compliant works are properly recorded and rectified.
  • Monitor implementation of corrective and preventive actions.
  • Maintain complete and organized quality-control records.

Material Submittals – Major Responsibility

The QC Engineer shall lead and coordinate the Material Submittal and Approval Process.

Responsibilities include:

  • Receive material submittals from contractors/subcontractors.
  • Review material submittals against approved drawings, BoQs, technical specifications, and project requirements.
  • Verify manufacturer/supplier information and product specifications.
  • Check technical data sheets, catalogues, certificates, samples, test reports, and certificates of conformity.
  • Verify that proposed materials meet the required standards and specifications.
  • Identify missing information or discrepancies in submitted documents.
  • Prepare technical comments and recommendations on material submittals.
  • Coordinate material approvals with the Project Engineer, Construction Manager, and other authorized parties as required.
  • Maintain a Material Submittal Register showing submission date, review status, comments, approval status, and final disposition.
  • Ensure that no unapproved material is incorporated into the permanent works.
  • Verify delivered materials against the approved material submittal.
  • Conduct site inspections to confirm that approved materials are actually being used.
  • Reject materials that do not comply with approved specifications or approved submittals.
  • Maintain samples, photographs, certificates, and other supporting documentation where required.
  • Follow up on pending material approvals to avoid delays to project implementation.

Material Inspection and Testing

  • Inspect construction materials upon delivery to project sites.
  • Verify quantity, dimensions, specifications, manufacturer, batch/lot number, production date, and physical condition where applicable.
  • Check cement, reinforcement steel, aggregate, sand, bricks/blocks, concrete products, tiles, roofing materials, doors/windows, pipes, electrical materials, sanitary fixtures, waterproofing materials, paints, and other construction materials.
  • Ensure that materials requiring laboratory testing are tested before use.
  • Review laboratory test reports and verify compliance with project requirements.
  • Ensure proper storage and protection of construction materials.
  • Identify expired, damaged, contaminated, or otherwise unsuitable materials.
  • Maintain Material Inspection Reports and supporting documentation.

Concrete and Structural Quality Control

  • Monitor concrete production, placement, compaction, and curing.
  • Verify approved concrete mix designs before concrete works.
  • Monitor slump tests and concrete sampling.
  • Ensure that concrete cubes/cylinders are properly prepared, identified, stored, and tested.
  • Review 7-day and 28-day concrete compressive strength test results.
  • Monitor reinforcement size, spacing, lap length, anchorage, cover, and placement.
  • Inspect formwork before concrete placement.
  • Ensure that concrete works are not undertaken without required inspections and approvals.
  • Coordinate additional testing, including core cutting/testing, where required by the project technical team.
  • Maintain complete concrete inspection and testing records.

Inspection and Testing Plan

The QC Engineer shall establish and maintain an appropriate Inspection and Testing Plan (ITP) covering major project activities.

The ITP should identify:

  • Activity/work item.
  • Inspection requirements.
  • Applicable specification/drawing.
  • Required testing.
  • Acceptance criteria.
  • Responsible personnel.
  • Hold points.
  • Witness points.
  • Required records and approvals.

The QC Engineer shall ensure that required inspections are completed before subsequent activities are allowed to proceed.

Inspection Requests and Quality Documentation

  • Review and process Inspection Requests (IRs).
  • Conduct inspections jointly with the Site Engineer/Project Engineer and other relevant stakeholders.
  • Verify that work is ready for inspection before submitting inspection requests.
  • Record inspection findings and required corrective actions.
  • Maintain inspection logs and quality-control registers.
  • Ensure that all approvals are properly documented.
  • Maintain records of approved drawings, material submittals, test reports, inspection reports, NCRs, and corrective actions.

Quality Audits and Site Monitoring

  • Conduct routine quality audits of construction sites.
  • Check contractor compliance with approved quality procedures.
  • Review contractor QC records.
  • Monitor whether required inspections and tests are being conducted.
  • Verify that approved materials and construction methods are being used.
  • Identify recurring quality issues and recommend improvements.
  • Conduct spot checks and unannounced quality inspections where necessary.

Coordination with Laboratories

  • Coordinate required laboratory tests with approved/accredited laboratories.
  • Review laboratory test requests and sampling procedures.
  • Verify that samples are representative and properly identified.
  • Review laboratory test results and compare them with project acceptance criteria.
  • Maintain a laboratory test register.
  • Follow up delayed or outstanding test results.
  • Immediately report failed test results to the Project Engineer/Construction Manager.
  • Recommend additional testing where technically justified.

Site Safety and Environmental Quality

Although the primary responsibility is quality control, the QC Engineer shall also:

  • Report unsafe construction practices observed during inspections.
  • Ensure that quality-related activities do not compromise worker or school-community safety.
  • Report environmental issues related to construction activities.
  • Ensure proper protection of completed works and materials.
  • Coordinate with the responsible HSE personnel where available.

Material Submittal Review Workflow

The QC Engineer shall maintain the following minimum process:

Contractor Submission → Document Completeness Check → Technical Review → Compliance with BoQ/Drawings/Specifications → Comments/Revision → Approval Coordination → Approved Material Register → Delivery Inspection → Testing/Verification → Site Installation → Final Quality Record

No material shall be accepted for permanent incorporation into the works unless it has been reviewed and approved through the established project procedure.

Job Requirements

Job Requirements

  • Bachelor's degree in Civil Engineering from a recognized university.
  • Minimum 3 years of relevant experience in construction quality control/quality assurance.
  • Experience in school, building, infrastructure, WASH, or similar construction projects.
  • Demonstrated experience in material submittal review and approval processes.
  • Good knowledge of construction materials and testing procedures.
  • Good understanding of concrete technology, reinforcement, masonry, finishing, roofing, plumbing, electrical, and WASH materials.
  • Good knowledge of construction drawings, specifications, BoQs, method statements, and ITPs.
  • Experience with laboratory testing and interpretation of test results.
  • Experience preparing NCRs and monitoring corrective actions.
  • Experience working with NGOs, UN agencies, donor-funded projects, or government projects is an advantage.
  • Good computer skills, including MS Word and Excel; AutoCAD knowledge is an advantage.
  • Fluency in Dari and/or Pashto; good working knowledge of English is an advantage.
  • Strong knowledge of construction quality control.
  • Strong understanding of construction materials and testing.
