Registered with the Ministry of Economy of Afghanistan, MAAO is headquartered in Mazar-e-Sharif, Balkh Province, and is committed to applying relevant national requirements and international standards in its programs and operations.

MAAO works across multiple provinces of Afghanistan to promote sustainable livelihoods and economic opportunities by improving agricultural and livestock productivity, supporting education and vocational skills, promoting rural development, strengthening community capacities, and contributing to stronger and more resilient civil society. MAAO has expertise in agricultural training and extension, agricultural education and capacity development, livestock productivity, value chain development, vocational skills training, handicrafts, hygiene promotion, health and nutrition, maternal and child nutrition, and other related areas. Through these interventions, MAAO supports communities to strengthen their livelihoods, improve food security, enhance resilience, and increase access to sustainable economic opportunities.

In line with its commitment to supporting food-insecure and vulnerable communities affected by drought, malnutrition, displacement, and other shocks, MAAO prioritizes assistance to the most vulnerable and marginalized households. This includes pregnant and breastfeeding women (PBW), children under two years of age (CU2), persons with disabilities, women-headed and elderly-headed households, and other households identified through appropriate vulnerability and needs-based targeting mechanisms.

Job Description

Position Summary:

The BSFP Focal Point will be responsible for supporting and overseeing the effective implementation of Blanket Supplementary Feeding Programme (BSFP) activities in accordance with Donor guidelines and approved nutrition standards. The position will coordinate with project staff, community representatives, and relevant stakeholders; supervise beneficiary registration, nutrition commodity management and distribution; provide nutrition awareness and guidance to caregivers; monitor programme quality and beneficiary compliance; and ensure timely reporting, follow-up, and resolution of implementation challenges. The position will also contribute to staff capacity building and ensure that BSFP activities are implemented in a safe, inclusive, accountable, and dignified manner. Minimum 2–3 years of relevant experience and fluency in Dari/Pashto or Uzbek and English, including verbal, written, and reporting skills, are required.

 

Major Area of Responsibilities:

 

a)      Key Responsibilities

o      Support the effective implementation of Blanket Supplementary Feeding Programme (BSFP) activities in accordance with Donor guidelines, project objectives, and approved standards.

o      Work closely with project staff, distribution teams, warehouse personnel, and relevant stakeholders to ensure smooth implementation of BSFP activities.

o      Support survey and targeting teams at community level in identification of eligible children and PBW, as applicable.

o      Ensure timely and accurate registration of eligible beneficiaries, including children 6–24 months and Pregnant and Breastfeeding Women (PBW), in accordance with approved programme criteria.

o      Ensure proper registration, identification, and documentation of BSFP beneficiaries and follow up on registration gaps or discrepancies.

o      Supervise and provide technical guidance to field staff during BSFP registration and distribution activities and provide on-the-job coaching and training to strengthen staff capacity.

o      Supervise BSFP distributions and ensure supplementary food commodities are provided to eligible beneficiaries according to approved guidelines, entitlements, and distribution procedures.

o      Ensure LNS and WSB are appropriately quantified, requested, received, stored, and distributed according to programme requirements.

o      Calculate and consolidate monthly LNS requirements based on the number of eligible children and submit timely commodity requests through the established project procedures.

o      Follow up on the availability and timely delivery of nutrition commodities to designated FDPs and promptly report potential or actual stock-outs to the supervisor/ report officer.

o      Ensure proper storage, handling, stock monitoring, and timely movement of LNS and WSB commodities.

o      Provide orientation and practical guidance to caregivers and target women on appropriate nutrition practices, including the correct use, preparation, and consumption of LNS and WSB.

o      Conduct or facilitate nutrition awareness sessions for targeted households and communities, promoting appropriate infant and young child feeding and other approved nutrition practices.

o      Identify implementation gaps, operational challenges, commodity issues, and quality concerns and report them promptly to the Supervisor/ Project Manager and relevant technical staff.

o      Maintain accurate BSFP records, beneficiary data, commodity information, monitoring findings, and supporting documentation.

o      Prepare and submit timely and accurate BSFP activity, beneficiary, commodity, and monitoring reports to the Project Manager/line manager.

o      Document challenges, lessons learned, good practices, and recommendations to improve the quality and effectiveness of BSFP activities.

o      Ensure BSFP activities are implemented in accordance with humanitarian principles, safeguarding, PSEA, protection, accountability, gender, inclusion, and Do No Harm principles.

o      Perform other relevant nutrition and BSFP-related duties assigned by the line manager.

c)       Additional Job Responsibilities

o      The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The BSFP focal point is required to carry out the tasks that are unforeseen issues and circumstances including SCOPE registration, targeting in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Job Requirements

Required Qualifications and Experience

·         Bachelor degree in Public Health, Nutrition, Nursing, Midwifery, humanitarian Aid and other related fields.

·         Proficiency in English, with excellent writing skills

·         Ability to travel along Mahram to districts.

·         Minimum of 2-3 years of work experience of implementing food-based nutrition.

·         Work experience in health/nutrition programs is preferable.

·         Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from senior managers in the field.

·         Experience in beneficiary verification, targeting, SCOPE registration, data collection, or is highly desirable.

·         Experience working with national or international NGOs, UN agencies, or donor-funded projects is an advantage.

·         Experience working with communities, and field-based teams.

·         Experience working in emergency or remote field environments is preferred.

Required Skills and Competencies

·         Good understanding of humanitarian principles, food security, and assistance programming.

·         Knowledge of beneficiary targeting, verification, registration, and food/cash distribution processes.

·         Familiarity with WFP procedures and SCOPE registration is required.

·         Understanding of AAP, CFM, protection, safeguarding, and Do No Harm principles.

·         Good data collection, verification, analysis, and reporting skills.

·         Experience with KoboToolbox, ODK, MODA, or similar digital data-collection tools is an required.

·         Good knowledge of Microsoft Office, and advanced knowledge MS Word and MS Excel.

·         Ability to identify discrepancies, analyze field-level information, and provide clear recommendations.

·         Strong communication and interpersonal skills.

·         Strong attention to detail and commitment to accuracy.

·         Ability to work independently and maintain objectivity and confidentiality.

·         Ability to work under pressure and meet tight deadlines.

·         Willingness and ability to travel frequently to remote and challenging locations.

Language Requirements

·         Fluency in Dari and/or Pashto or Uzbek is required and Working knowledge of English, particularly written reporting and communication, is preferred.
