1. Position Summary
The Liaison Assistant will support the organization in maintaining effective coordination and professional relationships with relevant government ministries and authorities, United Nations agencies, national and international NGOs, ACBAR, donors, and other stakeholders in Kabul.
The position will serve as an important coordination link between the organization’s Kandahar-based teams and stakeholders located in Kabul. The Liaison Assistant will work closely with the Program, Finance, Human Resources, and Operations teams in Kandahar to follow up on project-related matters, Memoranda of Understanding (MoUs), agreements, official correspondence, approvals, registrations, meetings, documentation, and other day-to-day coordination requirements.
The Liaison Assistant is expected to ensure timely follow-up, accurate communication, proper documentation, and effective representation of the organization while maintaining professional relationships with relevant authorities and partner organizations.
2. Key Responsibilities
Government Liaison and Coordination
- Maintain regular communication and coordination with relevant ministries, government departments, directorates, and other authorities in Kabul.
- Follow up on organizational and project-related matters submitted to government authorities.
- Facilitate the processing, review, signature, amendment, renewal, and follow-up of MoUs, agreements, project documents, letters, approvals, and other official documentation.
- Submit and collect official letters, documents, approvals, and supporting materials from relevant government institutions when required.
- Arrange and facilitate meetings between organizational representatives and government officials.
- Maintain constructive and professional working relationships with government counterparts.
- Keep management informed of government requests, requirements, decisions, deadlines, and other matters that may affect projects or organizational operations.
- Coordinate responses to government inquiries in consultation with the relevant organizational departments.
UN, NGO, and ACBAR Liaison
- Maintain regular communication with UN agencies, international NGOs, national NGOs, ACBAR, coordination bodies, and other humanitarian and development stakeholders in Kabul.
- Follow up on project submissions, partnership matters, coordination requests, meetings, documentation, and other issues with UN agencies and NGO partners.
- Support communication related to Expressions of Interest, Requests for Proposals, partnership opportunities, project agreements, and other program-related processes when requested by management.
- Participate in relevant coordination meetings, workshops, briefings, and stakeholder meetings when assigned.
- Take clear notes and communicate relevant information, decisions, opportunities, and action points to management and the concerned teams.
- Support organizational participation in ACBAR and other relevant coordination platforms.
- Facilitate meetings between the organization and potential partners, UN agencies, NGOs, donors, and other stakeholders.
Coordination With the Kandahar Team
1. ST/SGB/2003/13 United Nations Secretary-General’s Bulletin and Special measures for protection from sexual exploitation and abuse (PSEA)
- In the light of different reports and the statement of the UN Secretary-General regarding PSEA, and in order to take prevention measures, Afghanistan Development National Organization strictly applies the PSEA guidance and policy to all of its staff, daily wagers, contractors, consultants, volunteers, vendors, beneficiaries, etc. All Afghanistan Development National Organization associates are advised to avoid any kind of sexual exploitation (SEA) and abuse of any kind while working together with Afghanistan Development National Organization. Involvement in any form of SEA and violation of any set guideline in relation to SEA is prohibited.
- Afghanistan Development National Organization shall track and get information on involvement in SEA or corruption about the candidates who apply to Afghanistan Development National Organization and Afghanistan Development National Organization adopts zero tolerance policy on SEA and corruptions.
- As a humanitarian agency, Afghanistan Development National Organization strictly adheres to humanitarian Data Sharing Protocol (DSP) applied in Afghanistan. The sharing of data of any type of anyone associated to Afghanistan Development National Organization (Beneficiary detail, survey, assessment, reports, internal matters, confidential documents, etc. is prohibited and will require senior management approval to make sure the sharing is in line with Do NO HARM principles, DSP and Afghanistan Development National Organization data sharing policy
Data sharing
- As a humanitarian agency, Afghanistan Development National Organization strictly adheres to humanitarian Data Sharing Protocol (DSP) applied in Afghanistan. The sharing of data of any type of anyone associated to Afghanistan Development National Organization (beneficiary details, surveys, assessments, reports, internal matters, confidential documents, etc. is prohibited and will require senior management approval to make sure the sharing is in line with Do NO HARM principles, DSP and Afghanistan Development National Organization data sharing policy
Media participation
- No Afghanistan Development National Organization staff can participate in any media talks, interviews, debates, information sharing in social media or in any other media. No staff can represent any Afghanistan Development National Organization activities at any media platforms without Afghanistan Development National Organization management permission
