Finance Officer

Afghan Relief is a non-governmental, non-political, and non-profit organization committed to supporting vulnerable communities and improving livelihoods through humanitarian assistance, education, economic empowerment, and sustainable development initiatives across Afghanistan.

Afghan Relief is seeking a qualified, motivated, and detail-oriented Finance Officer to support its financial operations and project implementation activities.

The Finance Officer will be responsible for maintaining accurate financial records, processing payments, managing cash and bank transactions, monitoring project budgets, preparing financial reports, and ensuring compliance with organizational policies, donor requirements, and applicable financial regulations.

The successful candidate will work closely with the Senior Finance Officer, project teams, administration, procurement, and other relevant departments to ensure transparent, accountable, and efficient financial management.

1. Required Qualifications and Experience

Education

• Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.

• A Master’s degree or professional qualification in accounting or finance will be an advantage.

Work Experience

• Minimum 3 years of relevant professional experience in finance, accounting, or financial management.

• Experience working with NGOs, INGOs, or donor-funded projects is preferred.

• Practical experience in financial reporting, budgeting, cash management, and bank reconciliation.

2. Required Skills and Competencies

• Strong knowledge of accounting principles and financial procedures.

• Proficiency in Microsoft Excel and Microsoft Office applications.

• Practical knowledge of QuickBooks or other accounting software.

• Good understanding of budget monitoring and financial reporting.

• Knowledge of Afghan taxation procedures is an advantage.

• Strong numerical, analytical, and problem-solving skills.

• Excellent financial documentation and filing skills.

• Ability to work independently and meet deadlines.

• Strong communication, coordination, and teamwork skills.

• High level of integrity, accuracy, confidentiality, and accountability.

Languages

• Fluency in Dari and Pashto.

• Working knowledge of English, particularly financial terminology and reporting, is required or preferred.
