Site Engineer

Rural Rehabilitation Association for Afghanistan (RRAA) established in 1990 and registered with the Ministry of Economy of Afghanistan under registration number 50 as a non-profit, non-governmental, and non-political organization based in Kabul, Afghanistan. RRAA is a member of ACBAR and AHF/OCHA and delivers humanitarian and development services through four regional offices in the North, Central, East, and West. RRAA operates in the sectors of Rural livelihoods, local Governance, WASH, Humanitarian Emergency Response.

The Site Engineer for Cash for Work (CFW), canal cleaning, and road construction projects are responsible for managing daily technical, safety, and operational activities at project sites. The position ensures the quality and timely implementation of construction and rehabilitation activities while effectively managing community labor. The Site Engineer prepares technical documentation, including BoQs, drawings, work plans, and cost estimates, supervises skilled and unskilled laborers, ensures compliance with safety and technical standards, and coordinates closely with community members, local authorities, and other stakeholders to ensure smooth project implementation and achievement of project objectives.

Job Description:

Roles and Responsibilities:

·         Establish close coordination with community elders, line departments, and other relevant project stakeholders to facilitate the implementation of CFW, canal cleaning, road construction, and other livelihood interventions.

·         Develop appropriate work plans and monitor and oversee the progress of field activities.

·         Prepare and develop technical documentation for CFW, canal cleaning, and road construction activities, including BoQs, drawings, work plans, cost estimates, and payment documentation.

·         Ensure the quality of CFW, canal cleaning, and road construction activities and report any issues or discrepancies to the Project Manager in a timely manner.

·         Participate in the assessment and selection of CFW laborers for identified and targeted projects based on established criteria.

·         Conduct water management training for farmers' associations.

·         Deliver safety training on CFW and road construction activities to participants before and during project implementation.

·         Conduct assessments of CFW, canal cleaning, and road construction sites, as well as skilled and unskilled laborers in the targeted communities.

·         Conduct regular meetings with project stakeholders, including District Governors, CDCs, extension officers, and other relevant authorities, to facilitate smooth project implementation.

·         Conduct regular project site visits to monitor the quality and progress of activities and ensure compliance with project requirements.

·         Perform any other duties and responsibilities assigned by the Project Manager

1.      Bachelor’s degree in hydraulic, irrigation, civil engineering or similar studies

2.   Two to three years proven experience of cash for work, canal cleaning, road construction and livelihoods related interventions

3.      Strong communication skills to interact with external stakeholders at the field level

4.      Technical competency

5.      Good computer literacy

6.      Ability to speak English plus both local languages

7.      Good report writing skills

8.      Experience of working with NGO/INGO is an asset

9.      Good experience of working in rural communities.
