Job Descriptions:

  1. Summary of Key Functions

The primary responsibility of the Partnership and Liaison Supervisor, under the direct supervision of the Partnership and Liaison Manager, is to assist the PLM in conducting Partnership and liaison-related activities for CARE Afghanistan. This includes developing and maintaining partnerships with external organizations, stakeholders, and donors as per the organization policy. And play a key role in identifying potential partners, due diligence assessment, providing contracts and partner funding agreements, and managing relationships to support the organization's goals and objectives. Additionally, project registrations with the MOEc, following up on Memorandums of Understanding (MOUs), submitting documents to line ministries, liaising with sectorial directorates, and organizing meetings. Furthermore, the role completing translations of CARE programmatic documents, such as reports, official letters, forms, presentations, manuals, guidelines, policy documents, assessment questionnaires, and M&E tools into the required languages (local languages or English). This also involves reviewing and editing English/Dari/Pashto correspondence, media briefs, MoUs, and reports to the Government as necessary. Moreover, the Partnership and Liaison Supervisor will assist the PLM in conducting capacity building initiatives for local partners.

 

Key Results Expected

  1. Support and follow up of Liaison sector activities with close coordination of PLM.
  1. Registration and introduction of projects in and to the Ministry of Economy and other sectoral ministries and provincial level directorates.
  2. Preparing the necessary documents and inputs for the project’s registration.
  3. Processing the MoU signing procedures in sectoral ministries.
  4. Preparing the necessary documentation for MoU processing.
  5. MoU drafting in local languages and as per the exact templates of sectoral ministries.
  6. Securing the MoU signing process in speedy manner by maintaining strong coordination with field level to make sure they are having advanced coordination on projects at sub-national level.
  7. Securing the availability of support and endorsement letters from sectoral directorates for MoU process at capital level (Ministry).
  8. Facilitating MoU presentation and feedback addressing with the internal technical teams and dedicated committees at ministries level.
  9. Conducting semi-annual reporting to Ministry of Economy.
  10. Preparing and facilitating the necessary documents and inputs for the semi-annual reporting to Ministry of Economy.
  11. Securing the availability of project verification letters in coordination with field teams, tax clearance certificate/letter and audit report for the fiscal year in coordination with internal teams.
  12. Making sure to address the feedback received on semi-annual reports in coordination with internal teams and the reports are approved at Ministry’s portal.
  13. Developing and maintaining good tracking system for MoUs and projects, hard and soft filing, administrative works, departmental level action plans and KPIs.
  14. Engagement in meeting appointments and good actors/stakeholders mapping.
  15. Maintaining good knowledge on NGOs Law in Afghanistan and the new NGO Activities Coordination Guidelines.
  16. Act as focal point to serve as front line representation of the organization, attending coordination meetings and escalating the minutes and messages to the concerned parties.
  17. Securing active and strong follow-up on the pending and continuous subjects.
  18. Support Partnership and Liaison Manager in partners mapping and identification, conducting assessments, contractual management, capacity building planning and partnership monitoring and review processes.

 

  1. Support Partnership relevant activities and follow up of partnership sector activities with close coordination of PLM.
    1. Identify potential partners aligned with CARE Afghanistan's mission and strategic objectives, update partner mapping, and initiate partnerships through outreach, networking, and relationship-building efforts.
    2. Assist the Partnership Liaison Manager (PLM) in managing existing partners, including regular communication, collaboration on projects and initiatives, and addressing any issues or concerns.
    3. Provide support and facilitate the due diligence assessment for NGOs and local Partners in alignment with CARE partnership policy.
    4. Collaborate with the CARE proposal development team to develop project proposals, ensuring alignment with donor requirements in partnership aspects and CARE's strategic priorities.
    5. Offer supervision and on-the-job support to CARE partners to monitor the implementation of signed partner funding agreements elements, track progress against objectives, and evaluate the impact of partnership activities.
    6. Ensure that all local Partners submit reports on time and with high quality to the Partnership department and share them with relevant CARE programs and support units.
    7. Follow up on documentation for Partnership unit documents and maintain a comprehensive hard and soft filing system for partnership department documents.
    8. Provide support to PLM as needed in representing CARE Afghanistan in meetings, forums, and events related to partnerships, advocating for CARE's interests, and promoting collaboration and partnerships with relevant stakeholders.
    9. Develop tools for partner capacity assessment, partner performance evaluation, and other necessary documents for the department aligned with CARE Afghanistan's objectives.

 

  1. Translation of CARE Afghanistan Programmatic Documents.
  1. Translate CARE programmatic documents between local languages and English, ensuring that the content, meaning, and nuances of the original material are preserved.
  2. Perform oral and written translations, extending beyond project registrations and MoUs to encompass meetings and official documents (both incoming and outgoing letters) between English and local languages.
  3. Offer interpretations of verbal communications, including questions, answers, statements, arguments, and explanations.
  4. Draft official letters in local languages addressed to entities such as MoEC, line ministries, and other external stakeholders.
  5. Proofread, edit, and revise translated materials to ensure accuracy and clarity.
  6. Undertake the translation of project materials, including reports, health information systems (HIS), communication and advocacy messages, case studies, and other relevant documents.
  7. Verify translations of technical terms and terminology to maintain accuracy and consistency across translation revisions.
  8. Provide CARE staff with precise and comprehensive translations of written materials, as well as interpretations of verbal communication whenever necessary.
  1. Capacity Building to Local Partner responsibilities:
  1. Under the guidance of PLM, delivering capacity building to local Partners on Laison issues.
  2. Coordinate and support local partners on Liasion issues by providing on the job support.
  3. Provide continues learning opportunities to local Partners on coordination and access issues.
  4. Capacity Building: Providing support and capacity-building assistance to partners to strengthen their organizational capacity, programmatic effectiveness, and compliance with CARE's policies and procedures.

Key relations            

Internal: The incumbent has primary contacts with PLM, Program team, Grant and support functions.

External: Under the guidance of Partnership and Liaison Manager and mission leadership will have contacts with government line ministries, other NGOs and provincial and National level authorities.

Job Requirements:

Competence

Passion for the role, coupled with robust communication abilities, exceptional translation expertise, and adeptness in literary writing. Proficient in navigating complex environments, with a talent for delivering engaging presentations and conducting impactful capacity-building initiatives.

Skills and Experience

Education: Bachelor’s in business administration, political and social science, social development, community development studies. Master degree is preferred.

Work Experience: 4-5 years’ experience in Partnership, Liaison & Access, capacity building, and development aid, with UN or INGOs/local NGOs.

Languages: Fluency in spoken and written English, Pashtu and Dari is a requirement.
