Alongside the Ministry of Public Health, AFGA has been working in the field of Reproductive Health since its inception. AFGA is a fully accredited member of the International Planned Parenthood Federation (IPPF) and an important partner of UNFPA.

A committed team of more than 600 experts are working in 11 provinces of Afghanistan to achieve AFGA goals and objectives. AFGA provides health services to the most vulnerable and hard to reach communities through over 140 service delivery points.  

Job Descriptions:

Job Summary:

AFGA seeks for qualified regional humanitarian coordination officer. Under direct supervision of the AFGA regional/ provincial manager, the regional humanitarian coordination officer will be responsible for the overall coordination of humanitarian assistance activities in targeted region/s including but limited to presenting AFGA and project donors in regional humanitarian coordination meetings on both regional and provincial level, participating in humanitarian needs assessments, contributing in humanitarian response activities to ensure the affected population RH needs are addressed in all humanitarian response during humanitarian settings. The position is rolling for Western and South Western regions with a duty station in the AFGA Herat regional office.

Specific Responsibilities:

  1.      Preparedness:
  • Capacity building: The Regional Humanitarian coordination officer, along with the Emergency Response Team (ERT), will extend their support to members of the RMNCAHiE WG, Implementing Partners (IP), and other relevant coordination bodies, strengthening their readiness to deliver the Minimum Initial Service Package (MISP).
  • Monitoring: Monitor ongoing response operations, identification of areas for improvement of ongoing programs, and monitor for potential escalations in need.
  • Reporting: Collecting, analyzing, and reporting relevant data on response activities, to identify trends, needs, gaps, and areas for improvement.
  • Contingency Planning: Developing emergency response plans for potential new emergencies and escalations in current crises.
  • Coordination: Collaborating with other agencies and stakeholders to ensure a coordinated response.
  1. Emergency Response:
  • Rapid and coordinated communication: Ensure clear communication channels are established and maintained between emergency response team members and relevant stakeholders.
  • Timely and appropriate rapid assessment: The regional humanitarian coordination officer will join the interagency rapid needs assessment to help identify and address urgent needs promptly including logistical requirements in the affected area identified.
  • Support the initial establishment of lifesaving Maternal Health and Protection-related services.
  • Coordination and collaboration: Work together with other emergency response agencies, organizations, and stakeholders to ensure a cohesive and coordinated response.
  • Continuous monitoring: The regional humanitarian coordination officer will track and assess the progress and effectiveness of response activities to ensure that they are meeting the objectives and addressing the maternal reproductive health needs of those affected by the emergency.
  • Reporting: he/she regularly compiles data or reports on the humanitarian response required/ asked by the line supervisor.  
  • Ensuring safe access, accountability to affected communities, protection (including PSEA), and Inclusion in humanitarian programming.
  1. Quality Humanitarian programming:
  • Protection mainstreaming: Ensure Protection mainstreaming in emergencies is integrated. Ensure that the rights and safety of affected populations, particularly vulnerable groups such as women, children, and persons with disabilities, are prioritized and addressed throughout the response.
  •  PSEA: Ensure PSEA in emergencies is implemented to protect the rights and dignity of affected populations, particularly women and children who are most at risk of sexual exploitation and abuse in crises. Follow up with Implementing Partners to ensure the integration of PSEA in preparedness and response operations of emergency are considered.
  • GBViE: Demonstrates understanding of the guiding principles of GBV including ensuring the safety of GBV survivor, ensuring confidentiality, respecting the GBV survivor, and practicing non-discrimination. Keeps GBV survivors and those at risk at the center of the humanitarian response. Ensures that a survivor-centered approach is integrated into all functions of coordination including the development of referral pathways and information sharing protocols.
  • Accountability to Affected Populations (AAP): Ensure that mechanisms are in place to allow communities to share feedback and complaints, and that community feedback and complaints are responded to and influence community programming. Ensure that programming takes a ‘people-centered approach’ that considers the needs of all people in humanitarian programming, including women, girls, and people with disability.

 

 

 

Job Requirements:

 

  • Graduated from a well-known institute or university of medicine, social science, international development, or relevant subject.
  • Having at least 5 years of progressive experience in the field of humanitarian assistance particularly in SRH in emergency projects with national and international NGOs.
  • Fluent in English, Pashto, and Dari language both in speaking and writing.
  • Strong ability in coordination, communication, team leading, and report writing.
  • Ability and willingness for trips particularly during the humanitarian situation to different provinces as per need.
  • Being familiar with Afghanistan's humanitarian response coordination bodies and channels will be a plus point.
