About World Vision International:
World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership.
WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.”
Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
JOB PURPOSE:
We propose hiring a Construction Supervisor to oversee and manage all on-site activities for our construction projects. This role will ensure timely project delivery, maintain quality standards, and enforce safety protocols. The supervisor will coordinate with contractors, monitor progress, and address any challenges, ensuring efficient use of resources. Their expertise will be critical in achieving our project goals while adhering to budget and timeline constraints.
MAIN DUTIES AND RESPONSIBILITIES:
Technical Engineering inputs:
• Supervise rehabilitation / construction works (foremen and daily laborers) on day-to-day basis, building their capacity and providing on-site technical support to strengthen their skills.
• Support the WASH Engineer to prepare BoQs and Drawings for water systems and sanitation facilities to be rehabilitated/constructed under the project.
• Explain details of drawing and BoQs to skilled laborers and contractors as well as timely monitoring of rehabilitation / construction works.
• Ensure safety of materials and equipment during construction works.
• Provide proper documentation of construction works.
• Check/supervise the quality of the rehabilitation / construction works and provide necessary on the job training for skilled labor (foremen and masons) and unskilled labor.
• Submission of technical check list of all construction materials considering quality and specification based on design requirements.
• Develop and maintain good relationships and lines of communication with relevant local communities, explaining World Vision Afghanistan role as an NGO and liaising with them during all phases of the project.
• Take all the necessary measures in order to maintain positive working relationships and a good environment, upholding the rule of safety first in order to prevent accidents.
• Ensure all facilities rehabilitated/constructed are gender and disability inclusive (safe, provide for privacy, easily accessible and usable for both women and men, children and persons with disability).
• Adhere to assigned task by the line supervisor.
Reporting planning, Monitoring and Evaluation
• Monitor and direct the project activities to meet the project objectives in terms of quality of work and within the agreed timelines.
• Coordination with line department for checking the quality of the materials.
• Coordination with subdistrict, line department representative and community elders at the districts level.
• Work with Monitoring & Evaluation staff to regularly track and report on progress towards rehabilitation / construction of the project facilities under WASH.
• Provide Daily, weekly and monthly progress reports of construction activities to project WASH engineer on progress, gaps, obstacles and challenges of construction work on weekly and monthly basis.
• Provide weekly movement plan and submit to the line supervisor for further review and approval.
• In collaboration with M&E zonal officer ensure the monitoring system and tools are developed and used to track the progress of project implementation and to capture learning. Train the Development Workers on using the tools.

•Adhere to WV Child and Adult Safeguarding policy and standards.
• Adhere to WV accountability standards.
• To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Badghis and Faryab) interventions.
KNOWLEDGE AND SKILLS REQUIREMENTS:
Education:
• Bachelor degree in Civil-Water Engineering.
• Able to use Auto Cad & Water Gems engineering software.
• Ms. Office Applications.
Knowledge and experience:
• Knowledge and experience in WASH-Construction and excellent understanding of drawing details.
Experience in management of private contractors and construction teams.
Physical Requirements
Physically able to travel districts work site.
Experience:
• Two years previous experience working with WASH-Construction projects.
