Job Descriptions:

Purpose Job:

The MHPSS project officer supports, monitors, and evaluates the execution of the assigned project which involves effectively managing and reporting on the project’s objectives, indicators, timeframe, and budget. In close coordination with the relevant department and bodies, the project manager is responsible for recruitment, capacity building of staff, quality assurance, coordination and liaison with stakeholders and local communities on proper and smooth implementation of the assigned project.

Main Duties & Responsibilities:

Objective 1: Manage the MHPSS project team and contribute to knowledge management. Evaluate training needs and deliver necessary training on MHPSS topics. Provide technical support and guidance to IMC's MHPSS team, other departments, and partner organizations.

  • Provide ongoing technical support and guidance for MHPSS training and supervision in collaboration with the MHPSS coordination team.
  • Prepare and implement relevant training sessions, assisting national trainers in delivering them.
  • Aid IMC's partner organization in enhancing their staff's MHPSS skills.
  • Conduct regular training needs assessments to address the capacity development needs of MHPSS team members.
  • Coordinate with other teams, such as Medical, Protection, Nutrition, and Health, for an integrated approach to activities and training.
  • Oversee the recruitment of the MHPSS team in the province, as assigned by the MHPSS project manager or coordination team.
  • Perform performance appraisals for all supervised staff.
  • Organize internal meetings, including team meetings, technical discussions, and case reviews.
  • Manage daily operations of project activities and coordinate across various departments like logistics and finance.

Objective 2: Actively contribute to strengthening coordination among the stakeholders in the province and establishment of multi-sectoral, multi-layered referral system.

  • Develop MHPSS referral pathways with partner NGOs and external service providers to enhance access to mental health, health and protection services. 
  • Collaborate with local partners to engage community leaders and organizations in helping beneficiaries access MHPSS services while gathering their feedback for quality monitoring. 
  • Join local MHPSS coordination meetings for information sharing, collaboration, and advocacy of best practices. 
  • Participate in MHPSS research studies and field assessments as needed. 
  • Serve as the main contact for MHPSS services and case management in assigned projects and maintain updates on the 4W service mapping. 
  • Lead the community-based intervention and discussion related to MHPSS topics.

Objective 3: Ensure quality of MHPSS services, proper documentation and draft reports covering the MHPSS related activities including context analysis, statistical and narrative reports.

  • Conduct regular spot checks to verify the completeness and accuracy of data collection and documentation.
  • Ensure field teams understand MHPSS MEAL tools and accurately fill in the information, documenting it securely.
  • Collaborate with the MEAL team to regularly update the PMT and narrate the project's statistical achievements.
  • Visit intervention sites to provide the MHPSS team with adequate technical support and supervision.
  • Work closely with local NGOs, MHPSS actors, and government representatives for project implementation and monitoring.
  • Lead the development and translation of MHPSS-related IEC materials and training tools in Dari and Pashto.
  • Oversee monitoring and evaluation of MHPSS programs, including data collection and analysis.
  • Prepare regular MHPSS reporting and case supervision reports, along with drafting donor reports.
  • Offer feedback on critical issues that require coordination and decision-making from the project team.
  • Perform any other tasks assigned by the line manager or MHPSS deputy/coordinator.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Qualifications:

  • The qualified candidate will be a mental health professional (BA of psychology, clinical/counseling psychology, clinical social worker - preferred) other relevant health sector.

Experience:

  • Minimum of 1 years of professional experience in humanitarian settings, and supervision of MHPSS team.

Competency:

  • Knowledgeable in and experience following IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MHPSS into primary health care settings.
  • Training experience required; capacity and proven track record in national staff and partner training and capacity-building.
  • Strong organizational and supervisory skills
  • Ability to work within a team structure or independently, flexible, and can cope with stressful workload.
  • Honest, hardworking, and self-motivated
  • Strong interpersonal skills and ability to work within different cultural environments.
  • Fluency in English (Mandatory), Dari and or/ Pashto required,
  • Having qualifications/ experience of Problem Management +, thinking healthy and PFA will be an advantage.
