MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.
We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 
MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Description:

The SPO provides oversight on all matters related to procurement through planning and reporting. Specifically

  • Contribute to the development and management of procurement plans and budgets including logistics cost to be included in proposals and plans
  • Create clear procurement plans for all work to be delivered and tracked throughout the year
  • Monitor, control and report procurement expenses, ensuring that data is entered correctly and on time in MSIA’s systems.
  • Validate the performance of procurement against MSI standards in reports
  • Identify challenges and opportunities for greater efficiencies in the system and propose solutions
  • Manage the organisation’s fixed assets

PURCHASING /IMPLEMENTATION

 

Oversee the payment for goods and services ensuring that correct processes followed. Specifically

  • Working closely with finance department to ensure timely approval for expenditure and payments to suppliers
  • Ensure all paperwork/vouchers in place
  • Ensure payments made in ways that protect MSIA assets

RISK MITIGATION MANAGEMENT AND RESPONSE

 

Provide assurance to the whole organisation and its donors of compliance and risk mitigation in relation to procurement. Specifically,

  • identification and mitigation of procurement-related risks such as fraudulent costs, fakes, etc are included on the MSIA risk register

Maintain accurate and up-to-date procurement records and data for internal and external audits of procurement and logistics processes.

TEAM LEADERSHIP

 

Lead and develop a strong Procurement Team so that they are inspired and enabled to deliver excellent procurement services.  Specifically:

  • Create a strong inner team coherence for mutual support and trust across the teams
  • A culture of high performance and accountability addressing and managing provincial procurement needs, ensuring timely and effective support.
  • Develop the team in adhering to compliance standards and organizational policies, fostering a culture of accountability and integrity
  • Each staff member has clear performance plans with continuous improvement, talent development and training
  • Vision Communication: Clearly articulate the organization’s strategic objectives and ensure that all procurement activities are aligned with these goals.

Qualification and Experience

  • Bachelor’s in business administration
  • Fluency in English and the national languages
  • Knowledge of contract brokering.
  • Demonstrated experience in preparing and monitoring internal procedures for adherence to regulations and policies related to projects.
  • Competence in management, logistics, and procurement procedures.
  • Demonstration of  strong analytical skills
  • Experience in the NGO Sector is preferred
  • Advanced degrees or certifications related to contract management
  • Fluency in English
  • Project management cycle knowledge
  • A relevant master’s degree in supply-chain Management
