Job Descriptions:

Scope of work:   

ASLO has a good track record and extensive experience in implementation educational support programs funded by various donors in Badghis province. ASLO in cooperation with its donors will support education in emergencies and other educational related activities in Ghormach district of Badghis province. This position is responsible for leading managing, coordinating and implementing Education in Emergencies (EiE) and Community Based Education (CBE) in Ghormach district of Badghis province.

Provincial Education Supervisor is responsible for implementing the education activities including but not limited to Community Based Education (CBE), Accelerated Learning Program (ALP), Mosque Based Education (MBE), Early Learning Centers (ELC), Temporary Learning Spaces (TLS), integration of out of school children into the formal and informal education programs. These activities are aimed for targeted beneficiaries, community mobilization, teaching and managerial skill development for school teachers and to direct beneficiaries/students to receive their need base/emergency education. This position is also responsible to lead, manage and coordinate the education team including the Education Officer, Master Trainers, and Community Mobilisers.

Out of school children successfully integrated into formal education programs.

Responsibilities:

 

  • The Provincial Education Supervisor will work closely with the Project Manager and Badghis provincial team on all aspects of the project implementation in Ghormach district of Badghis province.
  • Lead ASLO’s overall education program in Ghormach district of Badghis province.
  • Build and maintain strong/excellent relations, coordination and synergy with relevant departments especially PED, DED, and the relevant donor.
  • Preparation and ensuring implementation of daily, weekly and project monthly plans
  • Ensure a strong technical relationship with program support units and support functions.
  • Ensure appropriate structures, internal and external standards, staffing, resources and policies have been adhered.
  • Ensure clear understanding of project assumptions by all project staff to aim at effective and timely achievement of project goals, outcomes and outputs.
  • Ensure that all terms and conditions agreed in the signed MoUs with the donor and MoE are adhered to throughout the life of the project
  • Ensure that all project activities meet core humanitarian and government standards.
  • Manage and mitigate any risks within the project that could have financial, Human Resources (HR) or Legal consequences or negatively impact ministry or ASLO’s reputation.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
  • Provide managerial guidance and support to the project staff in order to implement the project components timely and smoothly.
  • In coordination with ASLO Program Manager, regularly monitor and evaluate the progress of the project
  • Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the Project.
  • Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between local communities, government structures and local partners when delivering project interventions.
  • Coordinate closely with other NGOs in the area to ensure complementary programming.
  • Effectively represent ASLO operations and mission when accompanying visitors, e.g. donor and/or Government representatives and other delegations to project sites

Reporting and Administration:

  • Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.
  • work and meet deadlines of donor for financial reporting and sharing it with sector lead on due time
  • Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes.
  • Analyze the impact of projects and promote learning by documentation of best-practices. Use this information to support decision- making processes.
  • Track project progress, project expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
  • Track projects risk in order to timely adjust and implement the existing contingency plan.
  • Any other task assigned by Programme Manager.

Job Requirements:

Qualifications & Requirements:

  • Bachelor's Degree in Education (Teacher Education, School Improvement/School Effectiveness), development studies, social science, and related fields. Masters degree in related fields is preferred.
  • at least 4 – 5 years of specific related experience and 2 years of general experience in the community.
  • Good communication skills particularly in the local language (Dari/Pashtu)
  • Speaking and writing ability in English
  • Good knowledge in the Child Education and Child Protection.
  • Having experience working with Government and non-government organizations
  • Have an excellent in implementing projects activities in well coordination with all related stakeholders.
  • Time management skills are needed to ensure programs are completed by the scheduled time.
  • Skills and ability to organize and conduct trainings, seminars, and workshops for teacher, SMS members and staff development.
  • Good skills in report writing. 
  • Ability to work under pressure and be honest and responsible.
