Job Descriptions:

Job Summary: The Procurement Manager will work under the supervision of the Executive Director and will lead and manage the procurement department of MHCO. The Procurement Manager will be responsible for overseeing the procurement processes, ensuring compliance with organizational policies, and maintaining efficient and cost-effective procurement practices.

Key Responsibilities:

Planning & Strategy:

  • Develop and implement procurement strategies to meet the organizational needs and goals.
  • Oversee the creation of procurement plans and budgets, including logistics costs.
  • Monitor procurement expenses and ensure data accuracy in MHCO's systems.
  • Identify opportunities for greater efficiencies and propose solutions.

Procurement Management:

  • Ensure timely and cost-effective procurement of goods and services.
  • Develop and maintain supplier relationships and negotiate favorable terms.
  • Ensure compliance with MHCO's procurement policies and procedures.
  • Validate procurement performance against organizational standards.
  • Manage the organization's fixed assets and inventory.

Team Leadership:

  • Lead and develop a strong Procurement Team, including supervising provincial Procurement Officers.
  • Foster a culture of high performance, accountability, and continuous improvement.
  • Provide training and mentorship to procurement staff, promoting adherence to compliance standards and organizational policies.
  • Ensure clear communication of strategic objectives and alignment of procurement activities with organizational goals.

Risk Management:

  • Identify and mitigate procurement-related risks, ensuring compliance with donor and organizational requirements.
  • Maintain accurate procurement records and data for audits.
  • Ensure transparent and informed decision-making processes.

Reporting & Coordination:

  • Provide regular reports on procurement activities and expenses to the Executive Director.
  • Coordinate with other departments (e.g., Finance, Logistics) to ensure seamless procurement processes.
  • Develop and submit progress reports, ensuring timely and accurate information.

Job Requirements:

Qualifications and Experience:

  • Bachelor's/Master’s degree in business administration, supply chain management, or a related field.
  • Minimum of 7 years of experience in procurement, preferably in the NGO sector.
  • Fluency in English and national languages.
  • Strong knowledge of procurement procedures, contract management, and logistics.
  • Demonstrated experience in preparing and monitoring internal procedures for adherence to regulations and policies.
  • Excellent organizational and multi-tasking capabilities.
  • Strong analytical and decision-making skills.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Proven leadership and people management skills.
