Job Descriptions:

Job Summary: The Senior Procurement Officer will work under the supervision of the Procurement Manager in MHCO's country office in Kabul, Afghanistan, and will supervise MHCO's provincial Procurement Officers. The SPO provides oversight on all matters related to procurement through planning and reporting.

Key Responsibilities:

Planning & Reporting:

  • Contribute to the development and management of procurement plans and budgets, including logistics costs to be included in proposals and plans.
  • Create clear procurement plans for all work to be delivered and tracked throughout the year.
  • Monitor, control, and report procurement expenses, ensuring that data is entered correctly and on time in MHCO's systems.
  • Validate the performance of procurement against MHCO standards in reports.
  • Identify challenges and opportunities for greater efficiencies in the system and propose solutions.
  • Manage the organization’s fixed assets.

Purchasing/Implementation:

  • Oversee the payment for goods and services, ensuring that correct processes are followed.
  • Work closely with the finance department to ensure timely approval for expenditure and payments to suppliers.
  • Ensure all paperwork/vouchers are in place.
  • Ensure payments are made in ways that protect MHCO assets.

Risk Mitigation & Management:

  • Provide assurance to the whole organization and its donors of compliance and risk mitigation in relation to procurement.
  • Identify and mitigate procurement-related risks such as fraudulent costs and fakes, including these on MHCO's risk register.
  • Maintain accurate and up-to-date procurement records and data for internal and external audits of procurement and logistics processes.

Team Leadership:

  • Lead and develop a strong Procurement Team so that they are inspired and enabled to deliver excellent procurement services.
  • Create a strong inner team coherence for mutual support and trust across the teams.
  • Foster a culture of high performance and accountability, addressing and managing provincial procurement needs, ensuring timely and effective support.
  • Develop the team in adhering to compliance standards and organizational policies, fostering a culture of accountability and integrity.
  • Ensure each staff member has clear performance plans with continuous improvement, talent development, and training.
  • Clearly articulate the organization’s strategic objectives and ensure that all procurement activities are aligned with these goals.

Job Requirements:

Qualification and Experience:

  • Bachelor’s/Master’s degree in business administration.
  • At least 5 years of relevant experience with NGOs and international organizations.
  • Fluency in English and the national languages.
  • Knowledge of contract brokering.
  • Demonstrated experience in preparing and monitoring internal procedures for adherence to regulations and policies related to projects.
  • Competence in management, logistics, and procurement procedures.
  • Strong analytical skills.
  • Project management cycle knowledge.
