About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Summary:

The Senior Technical Expert is responsible for overall designing, delivering, and overseeing training programs to enhance the capacity of MEW Employees, but not limited to:

Duties and Responsibilities:

  • Develop & design technical engineering training programs to enhance the knowledge and skills of employees.
  • Design & Organize workshops, seminars, and other capacity-building initiatives tailored to the organization's requirements.
  • Provide technical advices to head of HR department.
  • Collaborating in design & implementing of strategic plan for overall department.
  • Design a variety of question formats (multiple-choice, short answer, essay, etc.) to assess different levels of understanding and competencies.
  • Ensure that questions are free from bias, clear, concise, and appropriately aligned with the level of the training or examination.
  • Develop and maintain a bank of exam questions that can be used for regular assessments.
  • Review and update exam questions periodically to reflect changes in knowledge, best practices, or organizational needs.
  • The Senior Technical Expert will handle complaints from candidates about the exam process, ensuring timely review and providing a formal response with findings and actions taken.
  • Ensure that the exams are aligned with organizational compliance, regulations, and internal policies.
  • Create training materials and resources that support ongoing employee development, including manuals, presentations, and practical exercises.
  • Design & present any type of engineering software’s trainings such as GIS, Civil 3D, AutoCAD, Revit, SAP2000, ETABS and other engineering programs base on the need of departments.
  • Performing any other related tasks assigned by responsible authorities.

Job Requirements:

The ideal candidate will meet the following requirements:

Education:

  • A Master's degree or higher in Hydraulic Structures.

Experience:

  • Minimum of 5 years of experience in technical or engineering field with a focus on exam question development and employee training.

Skills:

  • Excellent organizational, coordination, and communications skills;
  • Proficiency in using training platforms, content creation tools, and learning management systems (LMS) related to his/her field and different fields.
  • Detail-oriented with a focus on quality and accuracy.
  • Fluency in Dari, Pashto and English (Writing, Reading and Speaking)
