Shelter for Life International (SFL) is a non-governmental, non-political, non-profit and international faith-based organization. It has been working in Afghanistan since 1998 and is presently managing long-term and short-term humanitarian and development programs to the people in need in countries around the world. SFL is currently operational in Afghanistan, Liberia, South Sudan, Senegal and Tajikistan. Our Headquarters is located in Minnetonka, MN and funded by multiple donors such as BPRM, USG, USDA and WFP. SFL has rich experience and provides assistance in the following areas; Agriculture Development, Food Security, livelihood and emergency, Shelter and Population Settlement, Application of Microcredit, Infrastructure Development and Health and Nutrition.

Job Descriptions:

A Site Engineer is a professional who is responsible for all technical and engineering aspects of their assigned project. They plan, schedule, predict, and manage all the technical tasks of their assigned project to assure accuracy, proper resources, and quality from start to finish.

A Site Engineer oversees all aspects of an assigned project, including planning, budgeting, and logistics. They spend time at the job site ensuring work is completed efficiently with no errors or negative impacts on the timeline. The Site Engineer also provides feedback to all team members and facilitates communication throughout the project’s lifecycle.

A site Engineer must Know the knowledge of construction material and standard codes for designing and implementation of projects.

Shelter for Life implements safe and PSEA-sensitive human resources practices and processes throughout recruitment, contracting, and performance management to ensure the safety and well-being of all staff and beneficiaries.

Job Requirements:

  • Having good behavior with community with beneficiaries and other stakeholders.
  • Prepare, schedule, coordinate and monitor the assigned engineering projects
  • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications
  • Interact daily with the clients to interpret their needs and requirements and represent them in the field
  • Perform overall quality control of the work (budget, schedule, plans, personnel’s performance) and report regularly on project status
  • Assign responsibilities and monitor project team
  • Cooperate and communicate effectively with project manager and other project participants to provide assistance and technical support.
  • Review engineering deliverables and initiate appropriate corrective action
  • Proven working experience as a Project Engineer
  • Excellent knowledge of designing and visualizations software such as AutoCAD, Civil3D, GIS, Water Gem and Water CAD.
  • Excellent knowledge of surveying, Estimation and calculations.
  • Familiarity with rules, regulations, best practices and performance standards
  • Ability to work with multiple discipline projects.
  • Skills in supervision and site management.
  • Decision making ability and leadership skills on district level.

Qualification/ Requirements:

  • Bachelor’s degree in civil engineering.
  • 4 to 5 years relevant work experience in the field of construction with NGOs, INGOs or UN agencies.
  • Fluency in English and Dari and/or Pashto, both written and spoken.
  • Experience using / processing data software (Ms. Office package, designing programs (Auto Cad, Civil3D, Arc GIS Water Gem, Water Cad and etc.)
  • Experience using / Level Machine, GPS and Total station for technical surveying.
  • Have a good ability of technical surveying, analysis of project as per effectiveness and impact of projects and also Site Selection of projects.
  • Previous experience working with data collection and analysis preferred (both quantitative and qualitative).
  • Good communication skill and able to pass the massage/questions in local languages to the respondents.
  • Have good interpersonal skills and ability to plan work.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Regional and cultural knowledge of areas of SFL field operations in Afghanistan
  • Willingness to work long hours when required
  • Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required
  • Honest, proactive, well mannered, and must share values of SFL.
  • Willing to stay in field locations
  • Ready to work, live and travel in an intricate and strenuous environment
