About Rural Movement Organization (RMO):

Rural Movement Organization (RMO) is an Afghan NGO with headquarters (HQ) in Kabul. It was established in 2014 as the continuation of the Belgian NGO "Solidarite Afghanistan Belgique" (SAB).

RMO retains the former national SAB management, key technical and administrative staff, and other SAB assets and maintains SAB expertise. It, therefore, is the trusted depository of SAB's nearly 30 years of experience and can smoothly continue all projects initiated under SAB management and take on any new challenges, while assuring the same project quality in these fields as SAB had provided for nearly 30 years.

In 2016, RMO formally became Geres (an international NGO) partner and jointly implemented a number of projects on energy, energy efficiency, environment, and climate change sectors.

Mission Overview:

Since 2014 RMO implemented a number of projects in coordination with Geres and in collaboration with Afghan ministries, and local authorities. RMO in Afghanistan mainly focuses on:

  • Agricultural Development, Livelihoods, and Food Security
  • Energy Efficiency, environment protection, and climate change
  • Vocational Training
  • Civil Society
  • Literacy & Education
  • Humanitarian and Emergency Aid

Team

In 2023, the RMO team includes 7 permanent and at least 12 volunteer staff.

Project Overview:

Adjusting to the current crisis context, rising poverty and food insecurity levels, RMO intends to apply a simple framed approach to disseminate Energy Saving Solutions (ESS) and Food Process and Production (FPPs) optimizing 3 main work streams in the intervention Districts:

Selection training, and supporting job opportunities for artisans from the construction sector to set up ESS and FPPs for selected beneficiaries

Providing vulnerable households with:

  1. ESS for the ones living in an energy-inefficient house with ESS in-kind (solar veranda, Solar cooker, Improved Degdan and Tandoor Cap)
  2. FPPs: solar dryer, storage, insulated greenhouses...
  3. Complete training sessions, toolkits, and further support on feed production and process,

Awareness raising of target populations on climate change impacts & and projects, food production and process, and related energy efficiency.

Job Descriptions:

Under the supervision of the admin finance manager, the Admin HR Officer will lead and supervise the work of the HR section and be in charge of specific administration tasks in conformity with RMO strategies and policies.

He/she is responsible for the good follow-up of donors and Geres administrative and HR procedures and makes sure RMO teams are aware of the admin/HR policies and that they apply and respect these policies. He/she is in charge of overseeing, guiding, and maintaining RMO administrative and HR policies and systems that are well and timely updated and applied in all projects and individuals.  

The Admin, HR officer's major responsibilities are described but not limited as follows:

General Tasks

  • To act according to the policy and regulation of RMO and follow up the Human resources policies (national staff regulations);
  • To follow and manage the HR functions for RMO;
  • To ensure a good knowledge of the Afghan labor law, donors’ rules, and regulations for Human Resources procedures and to ensure their good understanding and application by RMO staff;
  • To manage and follow the HR of the national employees on Human Resources issues (follow up of working contracts, preparation of administrative documents); in order to ensure the complete fulfilment of staff files and compliance with the policies;
  • To manage and follow up the HR on expatriates HR issues (invitation letters, follow-up of visa and work permits, embassies and ministries registrations, flight tickets, leaves, movements, etc.);
  • To regularly update the Organization Chart of the NGO;

Specific tasks of the position

Human Resources (HR) Tasks

  • In coordination with other departments and the management team, make sure recruitment policy is implemented and respected during all recruitment processes;
  • Be an active part of all steps of recruitment.
  • Provide job offers and contracts to the selected candidate and give orientation to newly hired staff.
  • Responsible for coordinating the staff annual appraisal for each employee according to their annual anniversary dates. Ensure that all employees are evaluated by their line managers at the end of the probation period and annual performance appraisal due date.
  • Maintain HR office files in a proper way and keep records of all correspondences.
  • To help the admin finance manager organize and participate in the recruitment process (selection of the candidate, interview, and elaboration of written tests...).
  • Follow up vacancy announcements and tenders with related organizations (ACBAR. Job. af etc.).
  • Preparation, follow up of vacancies, written tests, and interviews with PMs and be an active part of interviews/test analyses (repeated)
  • Timely inform the management team of any updates/changes that may be required in HR policy,
  • In charge of updating and or adjusting HR policy under the supervision of the Admin/Finance manager.
  • Daily check of the timesheet.

 

Administration Tasks

  • To closely follow all staff annual/ sick leaves, on time inform the staff of the balance, see with the line manager if the leave balance is in crisis (too many leaves collected or negative balance)
  • To provide an updated staff list for all projects, at all levels on a monthly/quarterly basis.
  • To ensure the implementation of an annual evaluation system with yearly evaluation interviews. Its mentioned to the HR section its more related to HR.
  • To introduce RMO policies and guidelines to understand, all newly recruited employees.
  • To provide accurate monthly attendance summary to the admin finance manager.
  • To ensure availability of complete and up-to-date personal files in Kabul and follow up at sub-offices
  • To provide contracts for the Kabul Staff Office and make sure contracts are up to date
  • To inform the staff of required notes for their end contract or renewal in confirmation with the admin finance manager and/or director general
  • To ensure proper filing and record keeping of HR-related documents. Already mentioned on HR Section
  • Ensure that all RMO Kabul staff have a TIN number and bank accounts for their salary transfer

Administration of expatriate staff

  • Responsible for Expatriate (Foreigners) staff Visa, tickets flight arrangements work permits, and visa renewal process in order to avoid penalties. In charge of the Visa and Work Permit renewal process for Expatriates, Responsible for launching the Visa process on time, in order to avoid any gaps or penalties.

Training

  • Follow up the design and implementation of a yearly training need assessment with each deportment and PMs
  • Follow up the organizing and participate in on-job training for RMO staff (training plan, performing training, etc.);

Others

  • Provides necessary information and data required for reports and/or proposals.
  • Relations with the other NGOs in order to coordinate our administrative policies.
  • Archive: scan and archive all necessary documents and properly file them
  • Follow up on outgoing and incoming letters to RMO, and make sure each letter is addressed to the person/department in charge in a timely manner.

Reporting

Admin and HR Officer is responsible for providing admin and HR-related reports

Job Requirements:

  1. University degree, from a well-known national or international university in the Administrative or HR sectors
  2. At least 3 years of experience with UN/INGOs/NNGOs,
  3. Ability to manage and motivate staff capacity to be organized (utilization and amelioration of the classification, office organization), capacity to handle multiple tasks at one time and demonstrate flexibility to adapt to changing environment, capacity to create new tools
  4. Knowledge of Donor’s rules and procedures in terms of administration and HR sections
  5. Good written and fluent verbal communication skills in Pashto, Dari, and English.
  6. IT skills with excellent knowledge of Computer literacy with command of MS Office Suite,
  7. Good reporting skills and synthesis abilities;
  8. Good interpersonal skills and ability to work in a team;
