Job Descriptions:

Job Summary

The Community Mobilizing Officer will support the effective engagement and mobilization of communities to ensure successful implementation of education and child focused programs. The position focuses on strengthening community participation, ownership, and accountability in program activities, particularly in support of community-based schooling, remedial and catch-up education, and other education or protection interventions.

The Community Mobilizing Officer will work closely with community mobilizers, leaders, parents, caregivers, School Management Shuras, local authorities, and project staff to promote awareness, participation, and sustained community support for program objectives. The role requires regular field presence and close coordination with education and program teams.

Key Responsibilities

Community Engagement and Mobilization

Mobilize communities to support the establishment and effective functioning of community based education and related program activities.
Engage community mobilizers team, and elders, religious leaders, parents, and other influential stakeholders to promote acceptance and participation in education programs.
Facilitate community meetings, consultations, and awareness sessions related to education, child protection, and social inclusion.
Support the formation, strengthening, and functionality of School Management Shuras or other community based structures.
Promote community ownership and responsibility for program sustainability.

Awareness Raising and Social Behavior Change

Conduct awareness sessions for parents and caregivers on the importance of education, regular attendance, and child protection.
Support behavior change initiatives addressing barriers to education, including gender related and social norms.
Disseminate key messages related to education, safeguarding, and program objectives at community level.
Support identification and enrollment of eligible children, including out of school and vulnerable learners.

Coordination and Field Support

Coordinate closely with CBS, ECCD officers, Social Moblizers, trainers, and field teams to align community mobilization activities with program implementation.
Liaise with local authorities and community representatives to facilitate smooth program operations.
Support field teams during class establishment, monitoring visits, trainings, and community events.
Assist in resolving community level issues that may affect program implementation.

Accountability and Feedback Mechanisms

Support the establishment and functioning of community-based feedback and Grievance Redress Mechanisms.
Ensure community members are informed about available complaint and feedback channels.
Document community feedback, concerns, and suggestions and share them with relevant project staff for follow up.
Promote transparency and accountability at community level.

Reporting and Documentation

Maintain accurate records of community meetings, mobilization activities, and awareness sessions.
Prepare regular activity reports and submit them to the immediate supervisor.
Document community engagement outcomes, challenges, and lessons learned.
Support data collection related to community participation and outreach.

Safeguarding and PSEA

Promote child safeguarding and Protection from Sexual Exploitation and Abuse principles at community level.
Raise awareness among community members about safeguarding standards and reporting mechanisms.
Ensure adherence to the organization’s zero tolerance policy on sexual misconduct.

Job Requirements:

Education

Bachelor’s degree in Social Sciences, Education, Development Studies, or a related field is required.

Experience

Minimum of two to three years of relevant experience in community mobilization in CBE or CBS projects or other education projects, social outreach, or community-based programming.
Experience working with education programs, NGOs, or humanitarian or development projects is highly desirable.
Proven experience engaging with community leaders and local structures.

Technical Skills

Strong understanding of community mobilization approaches and participatory methods.
Experience facilitating community meetings and awareness sessions.
Ability to support enrollment and retention activities for education programs.
Basic data collection, documentation, and reporting skills.
Basic computer skills including MS Word and Excel.

Soft Skills

Strong interpersonal and communication skills.
Ability to build trust and maintain positive relationships with diverse community members.
Strong problem solving and conflict resolution skills.
Flexibility and ability to work in challenging field environments.

Language Skills

Fluency in Dari and Pashto is required.
Working knowledge of English is an asset.

Other Requirements

Willingness and ability to travel regularly to field locations within assigned districts.
Strong commitment to child safeguarding, gender equity, and inclusive programming.
Willingness to sign and comply with Child Safeguarding and PSEA policies and complete mandatory reference checks prior to contract issuance.
