About MMRCA
Background Information:
The Medical Management and Research Courses Afghanistan (MMRCA) is a national, non-governmental, non-political, non-profit and humanitarian organization, established under No. 1112 dated 14 February 2008 in the Ministry of Economy and under No. 1271 dated 23 the July 2025 has been registered in the Ministry of Public Health of Afghanistan.
MMRCA is awarded for the implementation of Operational support for 100-beds DATC with three DATC outreach Mobile Teams (DATC MOT) and one Opioid substitutional Treatment (OST) clinic with one OST MOT in Kandahar province and Operational support for 150-beds Adult DATC with two DATC Outreach Mobile Teams (DATC-MOT) and One Adolescent DATC with one DATC mobile Outreach Team (DATC-MOT) in Nangahar Province from WHO, the project duration is for 11 months and 5 days and will starts from 1st August 2025.
Through HER Samangan project MMRCA has been providing quality health services to the entire population of the province according to BPHS and EPHS guidelines and MoPH policies/ strategies. These services are providing through 4 DHs, 4 CHCs, 18 BHCs, 24 Sub-centers, 1MHT and 1-prison health center and 3-FHH, Similarly, Sar-e-Pul has a total of 71 HFs including 3-DHs, 9 CHCs, 20 BHCs, 32 PHCs, one MHT, 5 FHHs and one Prison Health Center.

Job Description
Responsibilities
Specific Responsibilities:
- Responsible for managing information for the project and ensuring the integrity of data throughout the system
- Operates the HMIS and other relevant databases, updates and analyze the information timely and regularly
- Provide reliable, accurate, and timely information and reports to the HER Project Manager, Technical Manager and MMRCA main office for planning and decision-making purposes
- Ensure technical assistance and active involvement in certain project level assignments like conducting of household surveys, CAAC at provincial level
- Responsible to arrange and conduct HMIS training sessions for newly recruited employees and filed staff at project level as per need.
- Responsible to share HMIS, reporting and filed performance related issue both with field staff based on filed visits findings and report analysis.
- Responsible to provide DHIS-2, FMR, MAAR, MIAR and other HMIS reports to Project Director, Technical Manager and MMRCA main office on monthly and quarterly basis
- Ensure effective team work and coordination with project staff and provincial HMIS and PHO team in order to ensure the performance and data of the project as per project targets and update HMIS guideline.
- Development of Project Implementation plan for the HER Project and its implementation in the field
- Identification of gaps at the HFs level and undertaking the required steps to fill those gaps
- Participation in all relevant meetings at the central and provincial level if required
- Weekly, monthly and quarterly reporting as per MoPH standards and formats
- Supporting other staff/ supervisors to ensure that the performance of HER Project is acceptable to donors
- Tracking of indicators as set up by the organization (Specially 11-performance indicators)
- Development of monthly and quarterly monitoring plan and ensure its implementation
- Responsible to maintain effective coordination with PPHD, relevant government authorities’ communities and project staff
- Any other tasks assigned by project manager and MMRCA main office.

- Be proactive and take initiatives and work independently.
- Ability to prioritize tasks, handle tasks simultaneously, and to work under pressure.
- Proven analytical, conceptual and problem-solving skills.
- Excellent HMIS and M&E skills
Prevention of Sexual Exploitation and Abuse:
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within MMRCA and amongst beneficiaries served by MMRCA.

Job Requirements
MD (From recognized university), M.Sc.
Fluent in Dari and Pashtu and working Knowledge of English.
At least 5-years full time experience of working in HMIS and five years in M&E positions.
