The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Job Description

Purpose!

The Deputy Physical Rehabilitation Project (PRP) Manager 1 is in charge of and the focal point for all activities related to physical rehabilitation within his/her project(s). S/He is responsible for delivering coherent project planning, implementation, and supervision in compliance with ICRC standards. S/He is also accountable for project evaluation and reporting, as well as for training and mentoring the field health staff involved. S/He works under the direct supervision of the PRPM 4 and in close interdisciplinary collaboration with other members of the field health team to promote a continuum of care approach. S/He also represents the project within the ICRC and externally, when required.

 

The ICRC PRP has 7 PRCs, 1 School for POs, 1 component factory, with a total of 866 resident staff. Its general objectives are Physical Rehabilitation and Social Inclusion. ICRC is considered to be the largest actor in the disability sector in the country. In 2024, the ICRC AFG delegation started the MYMP (Multi Year, Multi Partnership) Feasibility Study, from which a PRP Sustainability Programme was developed to ensure that persons with disabilities continue to receive quality and sustainable rehabilitation services administered and regulated by the government system under designated authorities and/or private organizations.

 

Accountabilities & Responsibilities!

  • Under the direct supervision of the Head of PRP and together with the resident Heads of PRCs, develops and implements the physical rehabilitation projects, which comprise physical rehabilitation, social reintegration/inclusion, including sport programs in 7 PRCs, 1 School for POs, and 1 component factory fully run by the ICRC; and the MYMP PRP Project.
  • Closely coordinates the activities of all the PRCs to ensure consistency and homogeneity in service provision (quality/quantity) in all centers.
  • Ensures, in an integrated approach with other relevant units/external partners, a proper continuum of care between health programs and physical rehabilitation services. In particular, together with the Head of AFG PRP, plans and organizes outreach projects and supervises the patient referral program, setting up criteria and priorities.
  • Together with the Head of AFG PRP and the MYMP Manager, maintains a network of contacts with relevant rehabilitation and disability actors to ensure coordination and complementarity of activities related to the MYMP PRP projects, policies, strategies and related action plans, with regular monitoring and evaluation to keep projects on track. Contributes to capacity building activities of the MYMP PRP projects.
  • Conducts disability assessments and maintains an overview of disability-related and rehabilitation needs and the epidemiological profile of the population when relevant, with an understanding of, and ability to apply, evidence-based practices.
  • Contributes and participates in project design, adjustment defining objectives, creating plans of action and identifying resource requirements, including formal education objectives.
  • In coordination with the Head of PRP and MYMP PRP manager, supports the implementation of the project by the PRP teams according to ICRC standards and ensures the timely provision of high-quality, evidence-based care. Plans and organizes the needed PRP missions of external professionals accordingly.
  • Ensures accurate data and information collection; contributes to the delegation's internal reporting mechanisms and health analytical/monitoring reports.
  • Contribute to the necessary supply system with the PRP Logistics Department so that the project runs efficiently.
  • Supports the Head of AFG PRP for project costs, staffing needs, and training activities.
  • Participates in championing the inclusion of persons with disabilities in education, training, micro-finance, employment, and sport. Concerning the PRP staff employment, make sure that the specific PRP recruitment procedures are followed.
  • Partakes in, maintains, and develops the residentialization process of the PRP, including the PRP teams' empowerment process that aims to progressively transfer managerial and training tasks to the resident staff;
  • Support the PRC Managers to oversee the maintenance of the facilities and equipment.

Job Requirements

 

  • Degree in physiotherapy or prosthetics/orthotics (with recognized certification).
  • Advanced degree in public health or project management an asset.
  • Fluent command of English and/or French; other local language(s) an asset.
  • Proven professional experience relevant to the project.
  • 6 years' relevant field experience with the ICRC or other humanitarian organization.
  • Ideally, previous health project management experience.
