The Civil Engineer is responsible for overall Survey, design, implementation, monitoring of School Improvement Plan (SIP) in participating districts of Nangarhar/Kunduz Province. The incumbent will be also responsible for providing technical support to the field team to ensure all wash or construction work of project infrastructures are done according to the design and drawings and have smooth progress as per project timeline and requirement and timely reporting on progression.

Duties and Responsibilities:

Under the direct supervision of the Provincial Team Leader and Project Coordinator, the incumbent of this position will perform the following duties and responsibilities:

• Prepare quality specifications for the schools’ minor-rehabilitation materials for construction and rehabilitation of specified school, in close work with the Nangarhar Education Directorate to ensure the detail of the BoQ and drawing is finalized in coordination with DEDs, and school administrations.
• Create the SIP work plan and schedule for each location and type of intervention and develop the technical documents for the bidding if required.
• Prepare precise implementation plan for construction works and ensure all required resources for every single construction project at school level are well estimated and planned as per the Budget.
• Ensure quality control within schools’ minor-rehabilitation work by providing necessary on the job training for skilled labour and develop all necessary monitoring and supervision tools used for construction projects.
• Ensure quality implementation of minor rehabilitation of selected schools with respect of specifications and timeline of implementation and check the quality and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the project documents and technical specification.
• Other necessary inputs concerning construction/rehabilitation activities and coordinate joint monitoring visit with Education Officials.
• Providing good quality monthly progress report of the work and prepare & process completion report by end of each phase of the work completion.
• Prepare & process infrastructure hand over documents with community and line governmental departments in Nangarhar.
• Proper documentation of project technical documents such as drawings, BoQs, Specifications, completion report, hand over forms etc.
• Ensure safety of labour during construction work.

• Bachelor Degree in Civil Engineering, or similar field with 2 Years’ Experience in WASH facilities Construction or Rehabilitation preferably with an International Organization on an Education Project.
• Knowledge of the local community structure dynamics and development.
• Knowledge of the value of education in society, major features of each stage of the child development and the current trends of education in Afghanistan.
• Strong oral and written communication skills in local language.
• Ability to frequently travel to the program communities in the districts
