In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

General Scope of the job

 Ministry of Water & Energy will have a numerous Dams feasibility studies projects and several detailed design and construction of dam's project in the current year (1403). The above-mentioned projects will be awarded to national and international competent companies.

The companies will submit the studies reports, design packages and construction submittals to the Ministry of Water & Energy for review; to conduct the review on a professional manner the. Ministry of Water & Energy is seeking for employments of competent professionals.

Responsibilities and Tasks

• Review the Project's Study Report and propose amendatory/ corrective and productive recommendation.
• Review the project's Study report and issue No Objection on behalf of Client if the document meets the applicable Code and Standards or when the document revised based on his/her recommendations.
• Design and provide technical assistance in design process of the project for the relevant departments.
• Providing the feasibility study reports with in the specified time frame and issue comments if any.
• Providing detailed design structures reports with in the required time.
• Providing technical specification of the project.
• Providing detail design packages (structure part).
• Preform structure design drawings and calculation of the water intake structures, headrace channel, fore bay, penstocks, power house, and tailrace canal.
• Perform structural calculation of canals, tunnels, siphons, aqueducts, supper passages and retaining walls.
• Designing of culverts and bridges.
• Attending the technical boards meetings, meetings with MEW and meetings with contractors and others.
• Preparation of the monthly activity reports.
• Capable of design and Review of design of any Structures.
• Conduct Capacity building training (knowledge transfer) for the official employee through on job training and workshop.
• Any other task assigned by the related supervisor/Technical board coordinator.

• The candidate shall have at least Master degree in Structural Engineering or Civil Engineering with a minimum of 5 years' experience in design.
• Having a registered MSc degree from a recognized institution.
• Fully expert and familiar with USBR, ASCE 7-10, ASTM, ACI, AASHTO and USACE international Codes.
• Fully expert in Software of SAP2000, Etabs,, Safe, Auto-CAD, Civil3D,.
• Speaking fluently in English.
