Job Descriptions:

CHILD SAFEGUARDING: (select only one)
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: As part of our CO humanitarian strategy for 2024, Save the Children CO wants to improve the efficient deployment of high quality staff to support the delivery of our Humanitarian Responses directly and in collaboration with SCI partners. This role will be rapidly deployed by the CO to support the response team in quickly developing and implementing a humanitarian-response. The overall purpose of this position is to manage, examine, prescribe medicines and refer patients as needed. The post holder must be willing to deploy at short notice (< 72 hrs).
 
In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.

The post holder is required to carry out their duties in accordance with SCI Health and Safety policies and procedures and our Global Security policy and procedures.
SCOPE OF ROLE:

Role Dimensions:
KEY AREAS OF ACCOUNTABILITY:

•    Ensure integrated care for adults and children through emergency, outpatient and inpatient services.
•    Assessing and triaging patients to prioritize care based on the severity of their condition.
•    Provide high quality care to adults & paediatric patients based on history, appropriate physical examination, available laboratory tests, imaging tests, and formulary for treatment of acute and chronic conditions, including the use of appropriate checklists
•    Oversee the smooth running of the adults & paediatric service and its patient flow
•    Competent in the management of all adults & paediatric emergencies
•    Ensure identification and facilitation of referral pathways, including safe patient transfer, accurate documentation and patient follow up, adhered to Save the Children protocols.
•    Ensure that the reportable disease reporting and tracking system/EWARS (ANDSR) is used, as required
•    Ensure that clinical governance systems are in place
•    Utilize data collection tools and ensure patient and clinic records are completed in accordance with Save the Children and MoPH requirements.
•    Complete standardized internal reports as required.
•    Manage and supervise other clinical staff as needed; participate in the hiring process if necessary.
•    Identify training needs and capacity gaps in the team, and deliver relevant on-the-job training as needed
•    Supervision and mentoring of clinical staff, including regular case discussions as part of hands-on training
•    Work with pharmacy dispenser to ensure a quality medicine management system, ensuring patient safety, adherence to MoPH protocol, storage, management of controlled drugs.
•    Ensure the timely, complete, and quality collection of the required reporting requests by the MEAL team, including support with any patient feedback mechanisms, audits, and quality of care checklists. 
•    Ensures patient data protection and confidentiality of patient data. 
•    Actively participate in any internal meetings and any other relevant external meetings as required. 
•    Adhere to and report any medical incident through the Save the Children DATIX reporting system. 
•    Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.
•    Commitment to the aims and principles of Save the Children. A good understanding of the Save the Children’s mandate and child focus.
•    Assist in emergency response to disease outbreaks, as needed
•    Understanding what we mean by risk, and by identifying, reporting, and managing the risks associated with your role
Support the preparation of drug consumption reports, drug requests and reports, and submit to pharmacist on time.
•    Attend all relevant meetings/workshops requested by supervisor.
•    Clinical examination of all patients with signs of complicated pathologies or presenting complication or referrals from the nurse.
•    Prescribe routine and basic treatments according the protocol used in respecting the drug dosage based on the weight of the patient
•    Follow-up of the severe and complicated cases.
•    Adapt and change of medical treatment as required.
Ensure clinic is functional, open in official days and provide services to the clients.
Non-deployment activities
•    Participate in ongoing training and professional development opportunities to maintain and enhance clinical skills.
•    Contribute to the development and updating of medical protocols and guidelines.
•    Assist in the preparation and delivery of training sessions for local healthcare staff and community health workers.
•    Engage in health promotion and education activities within the community. Support the monitoring and evaluation of health programs to ensure quality and effectiveness.
•    Participate in research projects and data collection to contribute to evidence-based practice.
•    Provide mentorship and support to new medical staff and volunteers.
•    Participate in simulation exercises and emergency preparedness drills.

Job Requirements:

EXPERIENCE AND SKILLS
Essential: 
•    Graduate from recognized medical faculty (within or outside the country) with certified diploma by MoPH-GDHR, exit exam confirmation.
•    Have 2 years’ experience in health clinics
•    Ability to exercise sound judgment and make decisions independently under difficult conditions.
Desirable:
•    Previous experience of NGO work in humanitarian settings.
•    Experience of working in a district hospital or higher level of care in the emergency room, stabilization, etc.
•    Experience supervising medical teams.
•    Working knowledge of French, Arabic or Spanish 
•    Experience in other relevant area: Trained and experience in Psychological First Aid (PFA), general practice, general medicine, or nutrition
Strong knowledge of Save the Children systems and ways of working
