Program Description:     The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.

Job Descriptions:

Position Overview

  1. The Pharmacy Manager based in Kabul working in close coordination with Field Implementation Associate Director to manage and control all aspects of the pharmaceutical supply chain for the UHI project in Afghanistan, including medication, consumable and equipment procurement, stocking, supply distribution, inventory, and rational medicine use.
  2. The Pharmacy Manager work in close collaboration with the procurement department to ensure, vendor management, and wholesaler relationships, standardization, and supply-chain related information management systems.
  3. The Pharmacy Manager provide technical support to Admin department to deal with the Afghanistan Food and Drug Authority while importing Pharmaceutical products.

Responsibilities

    • Prepare international/Local medical orders for 5 cities with the close collaboration of field implementation director and technical team.
    • Provide supply chain expertise to UHI project              to maintain an adequate and accurate pharmaceutical supply system
    • Establish and monitor inventory tracking systems for all products to ensure medicine and medical supply availability and supply integrity.
    • Collaborate with city pharmacy officers to develop and maintain efficient workflows
    • Identify training gaps and implement mitigation strategies to improve pharmacy operations at the  cities level and HFs.
    • Analyze drug consumption patterns from the HFs, FHH, MLMCC, CM, and HPs reports submitted by cities’ pharmacy officers (Kabul, Herat, Kandahar, Mazar, and Jalalabad) to develop standard drug supply systems to prevent stock ruptures, misuse, or wastage at the central and provincial level.
    • Responsible for the efficient running of the medical warehouse at the central level.
    • Ensure proper documentations and medical order calculation for each city
    • Ensure effective drug management   system in all 5 cities and targeted Health facilities.
    • Ensure the implementation of quarterly physical inventory of pharmaceuticals in 5 cities.
    • Prepare monthly integrated reports on drugs issued, consumed, and stock balances of all 5 cities
    • Make periodic visits to targeted cities to supervise stock management practices and record-keeping
    • Organize regular information and discussion meeting on stocks level, pharmacy management, prescriptions conditions, with city pharmacy officers, city managers, cluster managers, procurement/Log department, MEAL admin, finance …
    • Improve working and management tools used, existing human resources, verification of existing standard list of drugs and products by service, protocols, and guidelines.
    • Define the priorities and needs for each city.
    • Manage the distribution units and the consumption units: stock movements (IN/OUT) reception, delivery, consumption, expiry dates, inventory, expired drugs
    • Make sure that all pharmaceuticals products are arranged and identified according to WHO standard in cities medical stocks and HFs stocks.
    • Make sure that storage conditions are observed correctly in cities’ medical stocks and HFs according to WHO standards.
    •  Collaborate with AFDA, pharmaceuticals supply chain management group, AFGA/UNFPA and other medical stake holders in term of pharmaceutical management
    • The post holder may be required to carry out additional duties from time to time that is reasonable concerning his/her level of skills and experience.
    • Work closely with related departments (e.g procurement/Log, admin, technical team) to manage orders, stock keeping and etc
    • Participate in the project’s internal meetings and share challenges and lessons learned in implementing activities
    • Comply with project operational, security and other guidelines and policies.
    • Any other task assigned by the supervisor

Job Requirements:

Qualification Required:

Graduated from a recognized university pharmacy faculty, preferably master degree in public health.

At least 5-10 years work experiences in pharmacy management within International NGOs.

Abilities/Skills:

  • Ability to work successfully in teams, across a diverse team in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Strong skills in facilitation, team building, and coordination
  • Excellent interpersonal and communication skills including strong writing, analytical, and communication skills in Dari, Pashtu, and English.
  • Experience working with Microsoft Office software applications (Excel, Word, Outlook Explorer, PowerPoint) is advantageous
  • Committed and willingness to travel to provinces 25%
