In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Descriptions:

  1. Logistics/Procurement Department Description
  2. The HealthNet TPO Kabul Main Office logistics procurement department is established to perform procurement/logistics activities according to the HealthNet TPO procurement policy, local government requirements, and donor rules and regulations for all HealthNet TPO-run projects all over the country. Moreover, the department carries out security support to all programs and maintains inventories of all assets available for program implementation and storage of them for further effective use in different projects in full compliance with HN TPO, Local government, and donor rules and regulations. 
  1. Purpose:

The position aims to effectively & efficiently manage the department's non-medical Logistics/Procurement activities according to the organization’s standards and Logistics/Procurement policy, local government requirements, and donor rules and regulations,  ensure effective internal and external coordination and communication, lead the department non-medical logistics/procurement activities, structure the workload, think critically to make the processes easier, resolve potential conflicts in the workplace, and ensure full compliance to donors and organization rules and regulations.

  1. Organization procurement Planning:
  • To participate in projects, kick-off meetings, and follow up on the organization's annual procurement plan at all levels
  • Develop the organization’s annual non-medical procurement plan in close coordination with finance coordinators and other support departments to ensure timely availability of resources and support for implementing the planned activities.
  • Plan monthly/quarterly work extracted from the organization's annual non-medical procurement plan and/or logical framework, and delegate tasks/assignments to subordinates according to their skills, interests, and aptitudes.
  • Revisit the organization's annual non-medical procurement plan in case of variances between forecasts and expenditures, and backlog of activities to ensure organization expenses are in-line with the forecasts, and annual non-medical procurement plan/activities are on track/achieved according to plan.
  • Support finance grant coordinators to amend quarterly financial planning in view of expenditure incurred and to carry forward an unspent budget to the next quarter strictly adhering to the organization's policies, rules, and regulations.
  • To trigger and lead any amendments and changes to the annual non-medical procurement plan ensuring compliance with donor and internal organizational policies and procedures.
  • Participate in the process and preparation of project close-out plans in close coordination with finance coordinators and other departments.
  1. Filed Supervision and support:
  • Conduct regular supportive supervision in line with the developed supervision plan to field offices/project sites and provide information, guidance, direction, and on-the-job support to project procurement logistics teams.
  • Develop field visit reports and share them with the head of the logistics/procurement department and senior management for required support and decisions and very close follow-up of the visit findings at different levels.
  • Ensure submission of written feedback to the provincial management team within one week of the field visit, and develop a remedial action plan to timely address findings of the supervision/monitoring visit.
  • Identify potential disputes among department and field teams’ members and timely report to the head of logistics procurement to seek ways of resolving potential conflicts among teams’ members that are harmful and affect the smooth implementation of the projects' non-medical procurement plans.
  1. Financial Management
  • Work closely with finance coordinators and ensure non-medical procurement management of the projects are in-line with the budget and donor requirements.
  • Review the working budget of field operations in consultation with the head of the logistics/procurement department and do monthly/quarterly follow-ups with field logistics/procurement teams.
  • Strictly follow deadlines for submission of completed procurement documents to the finance department and support finance coordinators in regular follow-up of the financial status of the projects, and provide feedback and recommendations to line manager, finance department, and provincial management teams.
  • Support finance coordinators to ensure the project's non-medical expenses are within the allocated budget and budget codes.
  • Follow up of the non-medical suppliers’ payments with finance department to ensure payments are released according to the payments schedules.
  • Support finance coordinators to timely submit financial reports to donors.
  • Review the monthly BCRs’ non-medical lines and coordinate with the field and finance department to ensure project expenditures are according to the forecasts and variations are timely managed.
  1. Human resource management
  • Support the HR department in Kabul in filling the positions through proper procedures and according to proposed staffing.
  • Prepare draft job descriptions for logistics/procurement staffs and provide support to HR in the recruitment process.
  • Orient newly hired logistics/procurement staff on organization procurement policy, local government, and donor requirements.
  • Ensure staff annual performance appraisals are carried out in a timely manner.
  • Identify potential conflicts among staff if any and timely resolve them.
  • Build the capacity of logistics/procurement staff through formal & informal training, coaching, and mentoring.
  1. Procurement & Supply management
  • Ensure HN TPO procurement policy, local government requirements, and donor rules and regulations are applied in all kinds of logistics/procurement activities carried out by the Kabul Office logistics/procurement department’s non-medical section and as well as by filed staff.
  • Develop organization annual non-medical procurement plan, supported by the head of logistics/procurement, finance department, and grant technical coordinators to ensure all non-medical procurements are done according to project procurement plans.
  • Support procurement/logistic department members to ensure that non-medical supplies for relevant projects are made available in timely manner.
  • Ensure Goods Receive Notes (GRNs) are returned to the Kabul office right after the goods & supplies are dispatched to provincial offices.
  1. Coordination and Representation
  • Represent the Logistics/procurement department non-medical section in monthly/quarterly project review meetings in Kabul.
  • Collaborate and liaise with relevant Kabul Office departments, NGOs, and national and international organizations on the issues related to the HN TPO logistics/procurement non-medical section activities.
  • Actively participate in all meetings with Kabul Office Senior Management and other departments within HN TPO, other relevant meetings at the central and provincial level, and strongly represent the organization's logistics/procurement department non-medical section in these meetings.
  1. Project Reporting:
  • Ensure non-medical procurement reports (weekly, monthly, quarterly, semi-annual, annual, and end projects) are prepared in line with the organization's requirements and submitted timely to senior management at the Kabul Level as well as project levels.
  • Ensure project non-medical expense reports are timely submitted to senior management, technical coordinators, and the finance department.
  1. Annual audit:
  • Provide support to the finance department in providing non-medical logistics/procurement documents for annual audits.
  • Prepare an action plan for audit findings.
  • Follow up on the action plan.
  • Support the internal audit process.
  1. Staff capacity building and better performance:
  • Support the process of Training Needs Assessment and request training to staff on the basis of TNA and budget availability.
  • Provide necessary information for the preparation of organization's annual training plan for subordinate staff taking into account the availability of budget.
  • Conduct orientation sessions to field logistics/procurement staff on logistics/procurement topics during the supervisory visits.
  • Ensure the planned training is conducted as per agreed organization training plans.
  • Ensure training reports are developed subsequent to completion of training.
  • Ensure availability of the proper records and filing system for training carried out.
  1. Communication and enhance productivity:
  2. Improved Communication and linkages;
  • Effective and excellent communication with team members and keeping an open door for logistics/procurement staff to share their issues & concerns and provide professional and management support.
  • Identify and timely resolve employee disputes that have negative consequences on non-medical procurement/logistics activities.
  • Encourage and inspire team members to follow his path and the way to achieving the organization's objectives & goals.
  • Conceptualize, analyze, apply, synthesize, and evaluate information gathered from the department, or generated by observation, and experience as a guide for taking action for further improvement of the non-medical logistics/procurement activities.
  • Ensure greater productivity and efficiency through managing time effectively, spend time on most important tasks, meet the deadlines and produce quality results.
  • Implement organization strategy and policy documents, assign tasks to team members based on their strengths and abilities
  • Ensure compliance with policies and procedures and project(s) contractual requirements.

  • Support the visibility focal point in developing communication and visibility plans for the organization.
  • Provide good-quality pictures and brief narratives about services to publish and disseminate on social media. 
  • Develop case studies and success stories from the services provided to target beneficiaries and reflection on services provision by the involved stakeholders.
  • Ensure the department's major achievements and successes are shared with the audiences in different meetings.
  • Support the M&E team to develop a dashboard for the department's non-medical procurement key activities and regular monthly updates are displayed.   
  1. Filing System:
  • Ensure proper filing system is available and maintained.
  • Make sure the soft and hard copies of the non-medical procurement documents are kept in an organized manner.
  • Make sure that regular backup is obtained and the IT manager is encouraged to store the backup on reliable hard disks

Job Requirements:

Graudated from Business Administration of any recognizable university.

Minimum 5 years of logistics/ procurement Management exerpince with any INGO.

Good command of English, Fluent in Dari and Pashto both verbally and written.

Good interpersonal communication skills.
