Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 projects in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Descriptions:

Purpose of The Position:

The Logistic Officer is responsible for providing support in the various procurement functions which include the developing, planning, coordinating. Purchasing, delivery and contract management.

Generic Responsibilities:

  • Strategic Planning: Contribute to the development of overall logistics strategy aligned with organizational goals.
  • Policy Compliance: Ensure adherence to WHH policies, procedures, and regulatory requirements in all logistics and procurement activities.
  • Budget Management: Assist in the preparation and management of logistics budgets and financial forecasts.
  • Stakeholder Engagement: Build and maintain relationships with internal and external stakeholders, including suppliers and government agencies.
  • Risk Management: Identify potential risks in logistics and procurement processes and develop mitigation strategies.
  • Reporting: Prepare and present regular reports on logistics performance, challenges, and improvement initiatives to management.
  • Continuous Improvement: Promote a culture of continuous improvement within the logistics and procurement team by identifying areas for enhancement.
  • Data Management: Ensure accurate and timely data entry and maintenance in logistics management systems.
  • Environmental Sustainability: Incorporate sustainable practices into logistics operations to minimize environmental impact.
  • Team Leadership: Foster a positive work environment, motivating and guiding team members to achieve operational objectives.

Roles and responsibilities.

  • Develop procurement and logistics support plans, budget requirements, and deployment timelines for new operations.
  • Ensure the smooth operation of the base, including management of the procurement and logistics team (logistics, procurement, warehousing staff,)
  • Oversee the proper functioning of the supply chain, including procurement planning, purchasing of goods and services, and their transport, storage, and distribution.
  • Evaluate and report on the need for WHH equipment and ensure its proper use and ensure on time and proper maintenance of equipment and vehicles as needed.
  • Assess and ensure the functionality of communication means appropriate for the WHH base in Afghanistan.
  • Initiate procurement and purchasing activities including development and distribution of RFQs,  evaluation, contracting, supervising delivery and contract closure.
  • support, lead, and supervise provincial logistics assistance in the region, including fostering a positive working environment, motivating and guidance the team members.
  • Identify and provide procurement and logistics related trainings.
  • Trevel to the provincial offices for support as required.
  • Coordinate and liaise procurement and logistics related issues with country office logistics team.
  • Coordinate and provide procurement and logistics support for ongoing operations in Afghanistan
  • Ensure logistics requirements consider gender-specific needs.
  • Ensure adherence to WHH policies, Procedure and regulatory requirements in all logistic and procurement activities in WHH offices in North.
  • conduct and lead the sample inspection process of supplies as per the tender specifications
  • Contract management oversee the delivery and distribution of contracted items and ensure compliance with the contract terms and specifications.
  • Maintain and accurate and up to date database for suppliers’ database.
  • supplier relationship; establish and maintain professional working relationships with suppliers.
  • Closely work with program unit to ensure purchase requisitions forms are filled on time, with adequate details on specifications and realistic estimations of price delivery conditions and date and the relevant risks are mitigated to the extent possible
  • Inventory and stock management: ensure all WHH assets in NRO offices are recorded in inventory list and are updated upon new purchase, movement and disposal.

Direct Report to  AM on Administrative and day to day reporting   and on technical issues CD

 

Job Requirements:

Qualifications and Education Requirement

Minimum of bachelor’s degree with preference of master’s degree in the relevant field (Business administration, Management, Economics, Purchasing, Supply Chain Management, or any relevant field) – with a Minimum of 5 Years’ Experience for bachelor’s degree with INGOs.
