About Aga Khan Cultural Services - Afghanistan (AKCS-A):

The AKTC was founded in 1988 and is registered in Geneva, Switzerland, as a private, non-denominational, philanthropic foundation. It is an integral part of the Aga Khan Development Network (AKDN), a family of institutions created by His Highness the Aga Khan, with distinct yet complementary mandates to improve the welfare and prospects of people in countries in the developing world, particularly in Asia and Africa. AKTC is currently operating in Afghanistan under the name of Aga Khan Cultural Services – Afghanistan (AKCS-A) and is registered with the country's Ministry of Economy.

Part of the wider development programme of the AKDN in Afghanistan, the AKCS-A has since 2002 been engaged in a range of initiatives in Kabul, Heart, Balkh, Badakhshan, Logar, and Ghazni aimed at the conservation and revitalization of historic neighborhoods, the improvement of living conditions and the development of professional and crafts skills.

Job Descriptions:

General Function:

AKCS-A is implementing several projects in Afghanistan aimed at protecting Afghanistan’s tangible/intangible cultural heritage and improving the living conditions of the inhabitants, as part of a broader process of urban revitalization.  Working within a team of Afghan and international professionals, under the direct supervision of the Vocational Training Program Manager or his designate, the Monitoring and Evaluation Officer will be involved in a range of M & E activities in support of AKCS-A’s vocational training program.

 

Duties and Responsibilities:

  1. Monitoring and Data Collection
  • Design and implement monitoring frameworks and tools to systematically track the progress of vocational training activities.
  • Develop operational monitoring tools (checklists, questionnaires, databases, interview and survey forms, etc.
  • Collect, verify, and analyze quantitative and qualitative data on trainee performance, training delivery, and job placement.
  • Conduct regular field visits to monitor training activities and post-training support efforts.

 

  1. Evaluation and Impact Assessment
  • Develop and implement evaluation strategies to measure the effectiveness and impact of vocational training programs.
  • Analyze outcomes of training interventions and report on their effectiveness in achieving intended objectives, particularly in terms of job placement and skills development.
  • Prepare and present evaluation reports with actionable recommendations to enhance program performance.

 

  1. Reporting and Documentation
  • Prepare regular M&E reports for internal and external stakeholders, including donors and partners.
  • Ensure accurate documentation and archiving of all M&E data, tools, and reports.
  • Provide data-driven insights and contribute to the development of programmatic strategies.

 

  1. Capacity Building and Support
  • Conduct training sessions for staff and stakeholders on M&E frameworks, data collection methodologies, and best practices.
  • Provide ongoing technical support to program teams in implementing M&E activities.

 

  1. Collaboration and Coordination
  • Work closely with the Vocational Training Program Manager, trainers, and other stakeholders to ensure seamless integration of M&E activities into program implementation.
  • Coordinate with external partners, including donors and local authorities, on M&E-related matters.
  • Participate in project meetings and provide input based on M&E findings.
  • To perform other relevant tasks assigned by the supervisor

Job Requirements:

  • Bachelor's degree in Social Sciences, Development Studies, Statistics, Economics, or a related field. A Master's degree is preferred.
  • At least 5 years of experience in monitoring and evaluation, preferably in the fields of vocational training, education, or community development, for donor-funded projects.
  • Demonstrated understanding of Log Frame and Project Implementation Plans
  • Fluency in spoken and written English, Pashto, and Dari languages is an essential requirement.
  • Strong knowledge of M&E principles, methodologies, and best practices.
  • Proven experience in designing and implementing M&E frameworks, tools, and systems.
  • Excellent data analysis skills, including proficiency in statistical software (e.g., SPSS, STATA) and data visualization tools.
  • Strong reporting and documentation skills, with the ability to convey complex information clearly and concisely.
  • Experience working in culturally diverse settings and a demonstrated commitment to gender equity and inclusion.
