People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

Under the direct supervision of the MEAL Coordinator, The MEAL officer is responsible for overall monitoring the projects activities in different provinces. S/he will work on and ensure that data collection and reporting tasks are carried out according to PIN standards and project/ program requirements. The MEAL officer will support the project and MEAL teams on the field in developing the data collection tools, collecting quality data, analyzing and reporting the progress of the activities to support smooth implementation of the project.

Main Responsibilities:

The MEAL officer is responsible for, but not limited to, the following work areas and duties:

  • Developing data collection tools, and providing translation as required for the project.
  • Daily coordination of the enumerators’ work in the field, providing initial induction training and support together with further capacity development.
  • Conducting and participating in regular activity monitoring - interviews with project beneficiaries, trainings and awareness campaigns, visiting education classes, conducting Focus Group Discussions with local community members, beneficiaries and other intervention stakeholders, key Informant Interviews with project stakeholders (including members of local councils and community organizations).
  • Coordinate data collection with enumerators and field teams and ensure the data is properly stored.
  • Ensure data protection keeping in mind confidentiality and understanding of international data protection protocols.
  • Ensure establishing database to track progress indicators.
  • Support capacity building activities (training, technical assistance, and coaching) for program staff to increase their competencies on monitoring and evaluation.
  • Coordinate with the partner’s team on monitoring the activities using the checklist and maintaining the monitoring data into designated database.
  • Contribute to the implementation of the beneficiary Community Feedback and Response Mechanism (CFRM), as well making sure project team has sufficient amount of CFRM awareness material.
  • Collaborate with the CFRM officer to track, register complaints/feedback from project beneficiaries.
  • Supporting MIS officer in providing the required information for the project beneficiaries and other related data.
  • Support where necessary in report writing and analysis (baseline, end-line, assessments, PDM analysis). Reporting duties should be discussed with MEAL Coordinator, dependent on team workload.
  • Engagement in external and internal evaluations.
  • Perform other relevant tasks when assigned by line manager.

Job Requirements:

Education and Experience:

  • Bachelor’s degree in similar field or relevant experience.
  • Minimum three years of working experience in humanitarian emergency response and development project.
  • Experience in designing online data collection tools for data collection.

Technical skills:

  • Good knowledge in Kobo toolbox.
  • Demonstrated Experience in data management.
  • Excellent written and verbal communication skills in English, Dari, and/or Pashto.
  • Demonstrated experience in advanced data analysis and report writing.
  • Good in Microsoft office programs.

Other:

  • Demonstrated ability to manage concurrent priorities and tight deadlines.
  • Ability to work in a fast paced, changing environment.
  • Ability to work as part of a team with integrity.
  • Ability to engage with local community members to gather information in a sensitive and culturally appropriate manner.
  • Ability to work with a diverse team of national and international personnel.

Desired:

  • Ability to travel across different project sites in provinces.
