Bakhter Development Network (BDN) was established and officially registered in Afghanistan in 2001 as an Afghan non-governmental, non-profit, non-political, and developmental organization. BDN operates in accordance with its constitution in three main thematic areas: health, education, and agriculture and livestock. With its current focus on public health and nutrition, BDN helps communities achieve their developmental goals, while its wider vision is a world of enabled communities working towards a brighter future.

Currently, BDN is engaged in multiple initiatives, including the Health Emergency Response Additional Financing (HER AF) project in Balkh, Maidan Wardak, and Kapisa Provinces. BDN is also implementing projects such as the Targeted Supplementary Feeding Program (TSFP), the Community-Based Nutrition Intervention (CBNI) in Balkh, Badakhshan, and Kunduz Provinces, as well as the GC 7 project in Balkh and Maidan Wardak Provinces.

Job Descriptions:

This role involves managing and coordinating both medical and administrative services at a provincial hospital. Responsibilities include representing the hospital in meetings with governmental and other stakeholders, ensuring compliance with policies, supervising staff, and preparing detailed reports. The position also entails leading hospital operations, overseeing staff recruitment and training, and maintaining strong relations with the community and relevant organizations.

  • Manage and oversee the planning, direction, and coordination of both medical/health and administrative services within the hospital. Participate in provincial public health coordination committee meetings and prepare monthly/quarterly reports on hospital activities.
  • Ensure comprehensive management, administration, and supervision of the provincial hospital, with responsibility for building, leading, and guiding a competent hospital management team.
  • Represent the hospital in meetings with the Ministry of Public Health (MoPH), Provincial Public Health Directorate (PPHD), GCMU, and other stakeholders, maintaining effective communication and coordination with MoPH, donors, NGOs, UN agencies, and other relevant organizations.
  • Engage actively in regular meetings with the Hospital Community Board, take appropriate actions based on the board’s feedback, and foster strong community relations.
  • Ensure performance appraisals and staff training needs assessments are conducted, and facilitate relevant training and skill development initiatives.
  • Implement and monitor human resource policies and other relevant guidelines, ensuring they are properly followed in the hospital.
  • Ensure hospital operations comply with organizational, MoPH, and donor requirements, and that accurate, timely, and informative reports are consistently prepared.
  • Implement MoPH and organizational policies and procedures related to hospital services.
  • Participate in staff recruitment and training by coordinating with PPHD and hospital leadership, ensuring staff are properly selected and trained as required.
  • Supervise and evaluate the work of medical, nursing, technical, clerical, and other personnel within the hospital.
  • Analyze hospital activities and data for planning, budgeting, and service utilization improvement.
  • Develop and maintain computerized record management systems to store and process personnel data and generate necessary reports.

Job Requirements:

  • Graduation from a recognized medical institute/university.
  • Minimum five years of experience, including at least one year in hospital management.
  • Experience with the Standard-Based Management approach is required.
  • Ability to identify hospital weaknesses and take corrective action.
  • Fluent in local languages (Pashto and Dari).
  • Familiarity with computers (MS Office, Excel) and English language skills is preferable.
  • Must be innovative, hardworking, and proactive.
  • Excellent communication skills are required.
  • Must be honest, active, well-mannered, and healthy.
  • Should be polite, cooperative with colleagues, and have a good presentation.
  • Self-motivated.
