Relief Humanitarian and Development Organization (RHDO) is a nongovernmental, non- religious, non-political, non-profit and non-military organization, working for development of Afghanistan through implementation of health, community development and capacity development/research projects was established in February 2014 and is registered with the Ministry of Economics under registration No 3121.  is also registered in Ministry of Public health under registration # 504.  is registered in Ministry of Women affairs under registration # 751 aims to contribute to the development of Afghanistan through provision of developmental and humanitarian services in public health, training and capacity building of Afghans in healthcare disciplines and skills starts to realize its vision through implementable, context-specific, technically sound and practically achievable approaches. These approaches are: (1) to design and implement the community development programs; (2) to provide primary and secondary health services according to the standards of the MOPH; and (3) to build capacities and skills of ordinary Afghanistan residences and professional of health sector.

Job Descriptions:

Job Purpose:

The Admin/HR Officer is responsible for overseeing administrative and human resource functions at RHDO, ensuring smooth operations, compliance with organizational policies, and support to other departments. This role encompasses tasks related to recruitment, employee relations, office management, and ensuring that all HR processes are effectively implemented.

Key Responsibilities:

1. Human Resources Management:

  • Recruitment and Selection:
  • Develop job descriptions and job advertisements for vacant positions.
  • Coordinate the recruitment process, including shortlisting, interviewing, and hiring of staff.
  • Ensure background checks and references are conducted for new hires.
  • Onboarding and Orientation:
  • Conduct orientation sessions for new employees, ensuring they are familiar with RHDO policies and procedures.
  • Prepare contracts and employment documentation.
  • Employee Relations:
  • Address employee grievances and mediate disputes when necessary.
  • Ensure proper handling of disciplinary actions following RHDO policies.
  • Maintain open lines of communication with staff, fostering a positive working environment.
  • Performance Management:
  • Assist in coordinating performance appraisals and evaluations in collaboration with supervisors.
  • Ensure that performance management processes are fair and transparent.

2. Administrative Duties:

a) Office Management:

  • Supervise day-to-day administrative activities such as office supplies management, facility maintenance, and record keeping.
  • Ensure effective filing and archiving of important documents (contracts, employee records, etc.).

b) Asset Management:

  • Maintain an updated inventory of office assets and equipment.
  • Coordinate with procurement on office purchases and service contracts.

c) Policy Implementation and Compliance:

  • Ensure adherence to RHDO’s HR policies, including recruitment, leave, attendance, and disciplinary procedures.
  • Regularly update and communicate HR and administrative policies to all staff.
  • Keep up to date with Afghan labor laws and ensure RHDO’s compliance with national labor regulations.

d) Payroll and Benefits Administration:

  • Process payroll by ensuring accurate timesheets, attendance records, and leave balances.
  • Administer employee benefits such as health insurance, leave entitlements, and other benefits.
  • Ensure timely submission of timesheets and leave requests.
  1. Training and Development:
  • Identify staff training needs and coordinate capacity-building initiatives.
  • Organize staff development programs, including leadership development, skills training, and team-building activities.
  1. Exit Management:
  • Coordinate employee offboarding processes, including exit interviews, final settlements, and return of company property.
  • Assist in developing a knowledge-transfer process during employee departures.

3- Finance

  • Ensure to adhere to Financial Handbook, RHDO policies, donor and auditor requirements.
  • Implement RHDO’s financial systems, routines and procedures.
  • Maintain overall budget control and monitor cash flows.
  • Provide regular analysis and reports.
  • Implement anti-corruption policy.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  • Prepare and Submit field office Tax Report to Kabul Finance on time
  • Responsible to submit on time financial reports for projects according to formats and directives from donors.
  • Responsible to maintain a transparent, accurate and clear financial records
  • Verify and approve financial transactions
  • Developing strategies that work to minimize financial risk
  • Collating, preparing and interpreting reports, budgets, accounts, commentaries and financial statements
  • Prepare employees’ pay roll and issue their salaries, and remunerations on time.
  • Undertaking strategic analysis and assisting with strategic planning of RHDO finance department
  • Developing and managing financial systems/models
  • Carrying out business modeling and risk assessments
  • To facilitate the process of external audits
  • To follow the coding system for the projects
  • To prepare monthly financial reports of the projects
  • To ensure accuracy and alignment between available budget lines and expenditure
  • To control expenditure

Job Requirements:

Bachelor’s degree in Human Resource Management, Business Administration, or related field.

At least 3-4 years of experience in HR and/or administrative roles, Finance, preferably within an NGO.

Knowledge of Afghan labor laws and regulations.

Proficient in MS Office (Word, Excel, PowerPoint) and HR software.

Strong interpersonal and communication skills.

Ability to manage multiple tasks and meet deadlines.

Detail-oriented with excellent organizational skills.

Problem-solving and conflict resolution skills.

Ability to work in a multicultural environment.
