About CRS:

CRS began working with local partners in Afghanistan in 1998 and launched its own direct operations in 2002. CRS carries out development and emergency relief efforts in Afghanistan with a focus on rural livelihoods through diverse programs that promote food security, natural resource management, and access to quality primary school education for marginalized communities and emergency response as needs arrive. CRS currently maintains 5 main provincial offices in Kabul, Bamiyan, Ghor, Daikundi and Herat provinces, as well as sub-offices that support the direct implementation of program activities.

Job Descriptions:

You will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide a responsive, high-quality service to address HR programs, services and operations needs in some of the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies and staff care.

Roles and Key Responsibilities:

  • Supporting professional development needs assessment and help ensure the provision of precise development programs for CRS staff and partners.
  • Help coordinate and support HR processes, activities, and service delivery, to ensure they meet the latest agency, donor, and local legal requirements and standards and reflect best practices.
  • Assess service needs and provide quality process services and advice to support managers in their daily staff management responsibilities.
  • Provide support to the Head of Office and the HR Manager in his/her responsibilities regarding the overall management of HR programs and services in the CP.
  • Collect and organize input on HR processes and policies and participate in the review and update of various systems, manuals, guidelines, and tools.
  • Maintain record keeping through personnel files and/or Insight that adheres to required CRS, donor, and local law regulations. As needed provide support on analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.

 

Specific Duties and Responsibilities Include:

Staff Support and Development:

  • Ensure the proper implementation of HR policies and processes in Bamiyan office and make sure all staff have been orientated and have a clear understanding of personnel manual.
  • Strengthening the technical capacities of the HR Focal Points in each of the sub-offices in Bamiyan Province.
  • Ensure that managers conduct performance and development plans, coaching sessions and assessments in accordance with PMP processes/deadlines.
  •  Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.

Job Requirements:

  • Bachelor’s degree in human resources management or business administration is required. Relevant experience and completion of HR certification or courses may substitute for some education. 
  • Minimum of three years’ work experience in HR, preferably with an International or local NGO and good knowledge of HR best practices and standards.
  • Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.

Preferred Qualifications 

  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with commodity tracking systems is a plus.

Supervisory Responsibilities: None

Key Working Relationships:  

Internal: Head of Office, Human Resources Manager, Other HR Team Members, Administrative Officer, Procurement Officer, Finance Assistant, Transport Officer, Program Managers, Senior Project Officers, Country Program Technical Advisors, and all staff in the province.

External: Contracted pharmacies focal points

Required Languages – Strong English skills (verbal and written). Fluency in Dari; Pashto a plus.

Travel – Include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 20 %.
