Job Descriptions:

Position Overview

The HSE Specialist is responsible for the development, implementation, and continuous improvement of Health, Safety, and Environmental (HSE) programs and policies within the oilfield production environment. This position ensures compliance with all applicable local and international HSE standards, regulations, and best practices to create a safe and environmentally responsible workplace. The HSE Specialist will work closely with operations, engineering, and maintenance teams to identify potential hazards, implement risk mitigation measures, and promote a culture of safety awareness and environmental stewardship across the organization. The ideal candidate should have a strong background in HSE management in the oil and gas industry, with experience in risk assessment, incident investigation, and the implementation of safety training and environmental protection programs.

Key Responsibilities

Health & Safety Management

  • Develop and implement HSE policies, procedures, and guidelines in line with local regulations, industry standards, and company objectives to ensure a safe and healthy work environment.
  • Conduct regular safety inspections and audits of oilfield facilities, equipment, and processes to identify hazards, unsafe practices, and potential areas of non-compliance. Implement corrective actions and follow up to ensure issues are resolved.
  • Monitor and ensure compliance with safety regulations, including occupational health standards, fire safety, hazardous materials handling, and emergency response preparedness.
  • Lead safety meetings, toolbox talks, and training sessions to promote safety awareness and ensure all personnel are knowledgeable about HSE policies, procedures, and practices.
  • Coordinate with site management and department heads to develop and implement safety plans, emergency response plans, and evacuation procedures. Ensure all employees are trained and familiar with emergency protocols.

Environmental Management

  • Develop and implement environmental management programs to minimize the environmental impact of oilfield operations, including waste management, air quality control, water conservation, and spill prevention.
  • Monitor environmental performance and ensure compliance with environmental regulations and standards, including emissions control, wastewater treatment, and hazardous waste disposal.
  • Conduct environmental impact assessments and prepare reports for regulatory agencies, management, and other stakeholders.
  • Implement and monitor pollution prevention initiatives, energy conservation programs, and other sustainability efforts to reduce the environmental footprint of production operations.

Risk Assessment & Incident Management

  • Perform detailed risk assessments, hazard identification, and job safety analyses (JSAs) for all operational activities to identify and evaluate potential risks and develop mitigation strategies.
  • Investigate HSE-related incidents, accidents, near misses, and environmental non-conformances. Determine root causes, prepare investigation reports, and recommend corrective actions to prevent recurrence.
  • Maintain incident records, prepare incident statistics, and analyze trends to identify areas for improvement. Report findings and recommendations to senior management.
  • Lead or participate in incident review meetings and safety committees to share lessons learned and promote a culture of continuous improvement in HSE performance.

Compliance & Documentation

  • Ensure compliance with all applicable HSE regulations, industry standards, and company policies. Keep up-to-date with changes in HSE legislation and ensure that the company’s HSE management system is updated accordingly.
  • Develop and maintain HSE documentation, including safety manuals, operating procedures, risk assessments, safety data sheets (SDS), and training records.
  • Prepare and submit regular HSE performance reports, compliance reports, and regulatory submissions as required by management and regulatory authorities.

Training & Development

  • Develop and deliver HSE training programs for employees, contractors, and visitors to ensure they are aware of and comply with HSE policies and procedures.
  • Conduct specialized training sessions on topics such as hazardous materials handling, personal protective equipment (PPE) usage, emergency response, and environmental protection.
  • Evaluate the effectiveness of HSE training programs and make improvements based on feedback and observed safety performance.

Emergency Response & Crisis Management

  • Develop and implement emergency response plans, including fire safety, chemical spill response, and evacuation procedures. Ensure emergency equipment, such as fire extinguishers, first aid kits, and spill containment materials, are readily available and in good condition.
  • Coordinate and lead emergency drills, including fire drills, oil spill response exercises, and other scenario-based simulations, to test the effectiveness of emergency response procedures and preparedness.
  • Serve as a key point of contact for all HSE emergencies and crises. Provide leadership and guidance during emergencies and ensure effective communication with internal and external stakeholders.

Job Requirements:

  • Educational Background: Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field. A Master’s degree or advanced technical certification is preferred.
  • Experience: Minimum of 7-10 years of experience in HSE management, with at least 5 years in the oil and gas industry. Experience working in upstream production facilities is highly desirable.
  • Technical Expertise: Strong understanding of HSE regulations, standards, and best practices, including OSHA, NEBOSH, ISO 14001, and ISO 45001.
  • Certifications: Relevant certifications such as NEBOSH International General Certificate (IGC), OSHA 30-Hour Certification, Certified Safety Professional (CSP), or Registered Environmental Health Specialist (REHS) are preferred.
  • Language Proficiency: Proficiency in English is required; knowledge of local languages is an advantage.
  • Computer Skills: Proficient in Microsoft Office applications (Excel, Word, PowerPoint), HSE management software, and incident reporting systems.

Specialty Skills

  • Strong analytical and problem-solving skills with the ability to identify hazards, assess risks, and develop effective mitigation strategies.
  • Excellent communication and presentation skills, with the ability to deliver engaging training sessions and communicate HSE concepts to employees at all levels.
  • Proficient in incident investigation techniques such as root cause analysis (RCA), fault tree analysis, and fishbone diagrams.
  • In-depth knowledge of environmental regulations and sustainability practices in the oil and gas industry.
  • Ability to work in high-pressure environments and make sound decisions during emergency situations.
  • Strong leadership and team management skills, with the ability to build a positive safety culture and motivate others to adhere to HSE principles.
