Creating Resources for Sustainable Development Organization (CRSDO) is an Afghan nongovernmental non-political and non-profitable humanitarian organization whose core objectives are to contribute to poverty alleviation and to provide services that contribute towards long-term peace and sustainable development in Afghanistan, CRSDO is founded in 2012 and registered with Ministry of Economics with registration No. (Reg. #: 2631).  CRSDO is mainly involved in the Community Development, Emergency & Relief activities, Food & Non-food item distribution, WASH, Livelihood, Shelter, IDPs, Returnees, Human Trafficking, Education, Training & Capacity Building, GBV, Women and Children Empowerment, Small & Medium Enterprise Development and provide assistance to at risk Adolescent and youth. 

Job Descriptions:

Key Responsibilities

  • Strategic HR Planning: Develop HR strategies that align with CRSDO’s mission, ensuring our values of ethical conduct, safeguarding, and inclusion are integrated into all operations.
  • Talent Acquisition & Retention: Lead recruitment efforts with a focus on ethical hiring practices. Ensure that all staff are fully briefed and trained on CRSDO’s PSEA policies and are committed to upholding safeguarding standards.
  • Employee Development & Safeguarding Training: Develop and deliver training on safeguarding and PSEA to reinforce awareness, commitment, and accountability. Design continuous learning programs in professional development and sustainability practices.
  • Performance Management & Conduct: Implement performance management processes that promote CRSDO’s values, ensuring accountability to our PSEA policies. Monitor employee conduct and handle misconduct, particularly in relation to safeguarding and ethical behavior.
  • Employee Relations & PSEA Compliance: Promote a safe, inclusive, and supportive workplace culture. Act as a primary point of contact for staff on PSEA-related matters, and ensure that concerns are addressed confidentially, promptly, and in line with CRSDO’s safeguarding policies.
  • Diversity, Equity, and Inclusion (DEI): Advocate for a culture that values diversity, equity, and inclusion. Lead initiatives to ensure that CRSDO is a safe environment free from harassment, exploitation, and discrimination.
  • Policy Development & PSEA Compliance: Develop, enforce, and regularly update HR policies that include clear PSEA guidelines. Ensure compliance with safeguarding standards, labor laws, and CRSDO’s Code of Conduct.
  • HR Analytics & Reporting: Track and report on key HR and safeguarding metrics to promote data-driven decision-making, ensuring continuous improvement and transparency in HR processes.

Qualifications

  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field. Master’s degree or certification (e.g., SHRM, PHR) preferred.
  • Experience: Minimum 2 years of HR management experience, ideally with a non-profit or international development organization with a commitment to safeguarding and ethical conduct.
  • Skills & Competencies:
    • In-depth knowledge of HR best practices, labor laws, safeguarding, and PSEA standards.
    • Demonstrated experience in developing ethical talent practices and promoting a safe organizational culture.
    • Strong leadership, communication, and interpersonal skills.
    • Ability to maintain confidentiality, manage sensitive issues, and uphold high ethical standards.
    • Commitment to CRSDO’s mission of sustainable development and protecting vulnerable populations.

Job Requirements:

The HR Officer will be instrumental in driving CRSDO’s human resources strategy to build a dynamic, inclusive, and ethically grounded team. This role requires an individual who is experienced in HR operations and has a strong commitment to our Protection from Sexual Exploitation and Abuse (PSEA) policies and values. The HR Manager will be responsible for implementing safeguarding best practices throughout HR processes, including recruitment, training, performance management, and compliance.
