About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives.

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:  

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains 

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress

Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The Environmental Compliance Officer will provide support to technical and operations teams in the planning and implementation of all project activities that have an environmental impact assessment requirement. She/he will lead the drafting and implementation of the EMMP and ensure all activities consider potential environmental impact and incorporate required environmental mitigation measures. He/she will be responsible for overseeing program activities and grants, supporting grantees during the collaboration phase to identify and mitigate environmental risks. He/she will also be responsible for developing documentation and submissions to obtain Mission Environmental Office’s approval for activities and grants. Additionally, the Environmental Compliance Officer will oversee the inspection of potential activity sites and assess partner and beneficiary facilities, and infrastructure related to activity implementation. This includes overseeing any repairs or modifications that may be required to prepare these sites for activity implementation.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Lead/draft and coordinate finalization of project Environmental Mitigation and Monitoring Plan (EMMP) documents, activity-level impact assessments, and relevant donor reporting.
  • Fully understand the Environmental Manual for the project activities, including all technical requirements set in the Foreign Assistance Act’s Environmental Procedures and the Activity’s approved Initial Environmental Examination.
  • Oversee processing of environmental compliance documentation, such as Environmental Review Form (ERF) for each activity to be implemented by the Activity partners. This includes conducting the screening of each activity considering the environmental compliance and to determine the recommended environmental determination and the subproject risk categorization.
  • Develop Environmental Mitigation Plans and Risk Mitigation Measures with the Activity partners and beneficiaries as required by intended activities. As needed, contribute to necessary documentation, such as Environmental Review Reports, to obtain USAID clearances from the Office of Infrastructure, Energy, and Engineering as well as other required permits, licensing, or other regulatory requirements in accordance with the laws and regulations of Afghanistan.
  • Ensure that comprehensive and accurate reporting information for activities is included in DAI’s project management and administrative system (TAMIS). 
  • Perform quality assurance checks on ongoing activities as it relates to approved ERFs and ERRs.
  • Cooperate with the monitoring and evaluation project staff, providing required information. 
  • The Environmental Compliance Officer will be based in Kabul with frequent travel to regional offices and the field.
  • Other duties as assigned by the Grants Manager.

Job Requirements:

  • An advanced degree in Environmental Engineering, public administration, economics, business administration, international trade or other relevant field is required or bachelor’s degree plus 4 years of relevant experience, or master’s degree in environmental sciences or similar with 2 years of relevant experience is required.
  • Four years of experience working on donor-funded projects in a related role with prior experience in training, undertaking environmental impact assessments, developing monitoring and mitigation plans is preferred.
  • Experience working on environmental compliance and environment protection with knowledge in the application of Environmental Compliance Regulation Procedure, Title 22, Code of Federal Regulations (CFR), part 216.
  • Knowledge and experience with the Environmental Compliance Procedures related to the use and procurement of agro-chemicals and veterinary medicines; within the regulations form the USA Environmental Protection Agency (USEPA) and Afghanistan National Environmental Protection Agency (NEPA).
  • Have knowledge of USEPA, USAID and Afghanistan NEPA regulations.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
