unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty. Job Descriptions:

Coordination and Resource Mobilization

  • Actively contribute to EiE Coordination Mechanisms, which is required by establishing/maintaining new/existing relationships with key donors.

Assessment and Program Design

  • Ensure all work has a strong gender and child marriage focus in line with Plan International’s Global Strategy.
  • Lead education needs assessments in coordination with Plan’s other programmatic areas and country-based EiE Working Groups.
  • Provide technical assistance to the COAR program department regarding Education.
  • Ensure that all Education interventions are linked to longer-term programming and the prevention of child, early, and forced marriage.

Program Implementation

  • While deployed, support the Plan country office to ensure programs are implemented according to the Plan education framework.
  • While deployed, train and capacity build relevant staff.
  • Through cooperation, support integrated programming within the following: education, ECCD, and child protection.
  • Ensure priority cross-cutting issues (like gender, age, geographical area or location, etc.) are embedded in programming/operational interventions.
  • Ensure that EiE interventions are aligned with the Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS) and otherexisting global guidelines and tools for EiE.
  • Identify EiE program supply needs and coordinate with the logistics team to ensure timely procurement and delivery.
  • Monitoring and Evaluation, Reporting and Accountability
  • Document key learning from the EiE responses.
  • Produce timely reports on EiE projects in compliance with internal procedures and donor requirements.
  • Report according to M & E framework and Contribute to the development of an M&E framework and tools for EiE that monitors the impact of projects and progress towards strategic operational and advocacy objectives.
  • Contributing to the establishment of accountability activities for education, ensuring that feedback from all relevant stakeholders is considered throughout all phases of the response.
  • Quality assurance of ongoing projects through providing guidelines and tools to program managers on how to quality assure the technical side of projects.
  • Ensuring that needs are identified and that EiE and developed projects address the identified needs, fill gaps, and prevent overlap and duplication.

Accountability

  • Holds self-accountable for making decisions managing resources efficiently achieving and holds the team accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit providing the necessary development to improve performance and applying appropriate consequences when results are not achieved.

Job Requirements:

At least 6 experience at senior level in education, preferably in an NGO environment or educational setting, with good knowledge in reporting
Bachelor Degree in Education or related field or an equivalent education. Master Degree are preferred
Demonstrated experience in developing high quality proposals and fundraising.
Strong understanding of the General Education System of the Ministry of Education Afghanistan
Experience in responding in the first phase of an emergency/working in and implementing education projects in emergency situations.
Excellent English communication skills both verbal and written
Fluency in both verbal and written in Dari and/or Pashtu
Ability to travel and spend time in field locations
Ability analyses information evaluate options and think and plan in an effective and strategic manner.
