HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

 

 

Job Descriptions:

I. Technical:

  • To ensure that all BPHS and EPHS HFs are implementing standard HMIS tools and guideline in the whole province.
  • Ensure from enough availability of revised HMIS tools in all service delivery points and proper use of them.
  • To check and ensure the consistency and accuracy of HMIS related data and reports received from relevant service delivery points.
  • Recommend/help project director on HMIS related issues.
  • Perform regular supervision to the provincial hospital and health facilities and provide feedback on HMIS to the relevant staff members.
  • Supervise the provincial hospital and provide feedback to the relevant department for improvement of the target’s achievements.
  • Analysis of the HMIS data of the HFs & PH and share the result with project management team, relevant departments in the office and PH/HFs managers.
  • To ensure that all the extra tasks rather than HMIS for the amelioration of the program are achieved on time.
  • Conducting HMIS data use review meeting at provincial level on quarterly base.
  • Regularly arranging joint supervision with other stakeholders in the province in order to provide support to the stakeholders.
  • Perform regular tracking of the KPIs and other indicator provide feedback to the health facilities and follow up on the findings to bring remarkable changes in the system.
  • Inform the project team, project lead and country office team on the progress of the monthly achievement of KPIs.
  • Conduct and facilitate HMIS and other relevant trainings on provincial level as required.
  • Conduct on the job trainings to the staff of health facilities and provincial hospital and build their capacity.

Compilation of the HMIS data verification, QQM, QQC and MSS checklists and share result with project management team and HIS and ME team in Kabul.

II. Management

  • Provide relevant information to the technical health manager and project lead in preparation of monthly narrative report and other reports.
  • Planning, implementing and controlling the HMIS activities (targets) according to the project agreement.
  • To ensure on time submission of the reports to the line managers and other relevant parties and person as required.
  • To identify HMIS tools and other needs of the provincial hospital and HFs on a timely basis to ensure that there are no shortages.
  • Conduct regular visits to the health facilities and provincial hospital according to the plan.
  • Ensure proper record and documentation of HMIS related documents.
  • Participation in all necessary meetings, workshop and training as required by HealthNet TPO’s management.
  • Ensure proper filling and use of the HMIS tools and formats through the relevant health facilities and provincial hospital.
  • Coordinate activities with technical officers/supervisors, technical health manager, project lead and other departments as needed.
  • Ensure proper and timely upload of the data to DHIS and other databases as required.
  • Ensure and update all health workers about the revised BPHS and EPHS recommendations.
  • Provide supportive supervision to the health facilities to ensure relevant health workers knowledge regarding HMIS and project targets.
  • Registration of newly established health facilities with the coordination of the provincial public health directorate HMIS officer.
  • Provide GPS of newly established health facilities in the province.
  • Ensure the availability of all HMIS filled reporting formats at each health facility level in the province.

 

III. Training

  • Ensure that HMIS initial and refresher trainings are provided to the health workers according to the standard HMIS curriculum based on the TNA and training plan of the project.
  • Ensure that all new employees are trained on HMIS related tools and forms before starting work in the HFs.
  • Facilitate training for the health facilities staff and other relevant staff as needed.
  • Provide regular on-the-job training to the health facilities relevant staff.
  • Coordinate training with training unit and keep record of related training as required.
  • Provide HMIS training data to the provincial management as well as the country office management.

 

The responsibilities of the position holder are not limited to the duties mentioned but any other task assigned by the supervisor and HealthNet TPO management.

Job Requirements:

  • Graduated from recognized Medical faculty and having MPH degree.
  • Must have ten Years’ Experience in data management and analysis     
  • Good command of English, Fluent in Dari and Pashto both verbally and written
  • Computing skills (Ms Office: word and excel, internet) is essential
  • Team player, capacity builder, flexible in working hours
  • Honest and trustworthy
  • Having reporting skills
  • Able to work under pressure and meet the deadlines
  • To having positive attitude.
  • To be an Afghan National
