About New Way Social and Development Organization (NSDO):

NSDO is a development, advocacy, and humanitarian organization established in 2011 and registered with the Ministry of Economy, Government of Afghanistan. NSDO is based in Kabul, with programming hubs across the north and northeastern provinces of the country. NSDO strives to empower the vulnerable and marginalized communities suffering from the impacts of war, natural calamities, poverty, and injustice. Additionally, NSDO is also working on the idea of integrated development, which encompasses socio-economic, cultural and good governance. Community Empowerment is the core to NSDO’s strategy to engage with grass-root groups and communities to address the root causes of poverty, inequalities and injustice.

Job Descriptions:

  • The Monitoring Evaluation Accountability and Learning (MEAL) Officer leads and coordinates the strategic technical and operational planning and implementation of all MEAL processes and activities required to improve the project’s quality over the implementation period.
  • Ensure that effective monitoring and performance management are in place for achieving prior agreed program activity targets.
  • Oversee data collection, compilation, analysis, and timely reporting as per the M&E Plan
  • Prepare reports on the findings and lessons learned from project innovations.
  • Assist the MEAL Manager in preparing for and conducting regular project reviews, contributing to the content and facilitation of the process.
  • Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Monitoring and evaluating overall progress on the achievement of results
  • Collecting & analyzing different data in relation to the project activities
  • Regular field visits and report to MEAL manager for field updates
  • Lead the development of relevant and quality data collection tools for quantitative and
    qualitative research related to project components.
  • Lead on planning and conducting field data collection and monitoring survey and scoping
  •  Ensure the data collection address in the Project.
  • Collaborate with the MEAL Manager to track, and register complaints/feedback from project
    beneficiaries.
  • Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement
  • Develop the overall framework, for project M&E, for example, mid-term project review, impact assessment, and final evaluation, and develop a project Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of work in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  • Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Support project progress reporting, project mid-term review, and final evaluation.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Ensure the internal controls in the fields of finance, supply chain, community-based staff recruitment, and selection of Beneficiaries, that fraud, corruption, nepotism, and diversion are minimized.
  • Ensure that effective monitoring and performance management are in place for achieving prior agreed program activity targets.
  • Design and participate in field-based needs assessments and gap analyses, including risk and vulnerability assessments.
  • Provide technical support to the provincial staff in data collection, analysis, and reporting.
  • Track the progress of the activities, and Promote M&E standards, quality assurance/control, and capacity development of the team
  •  Implement and coordinate all M&E activities, including data collection tools and processes to track indicators, and coordination of all internal and third-party evaluations.
  • Oversee data collection, compilation, analysis, and timely reporting as per the M&E Plan
  • Timely preparation of sound analytical documents synthesizing the results of activities to assess their impact and effectiveness.
  • Assist the MEAL manager with the development of the M&E plan for the project, including indicator selection, target setting, reporting, designing the templates in KOBO and MIS database management
  • Work with project focal points to collect information and conduct program M&E to ensure that required information are collected and available for donor reporting / program annual and quarterly reporting
  • Prepare case studies, success stories, lessons learned and quotes from partners and beneficiaries and reports
  • Lead role in overseeing data collection, collation, storage, analysis, and reporting ensuring that data is of high quality
  • Visit each of the project sites on a regular basis, at least once per month, to monitor progress against reports, to assess outcomes of the work and to collect stories and case studies suitable for learning and promotional purposes.
  • Undertake regular interviews with the target populations, men and men and boys and girls, with the consideration of disability and age, individuals participating in the project to assess their level of satisfaction and to record and pass on their ideas for improvements to the project activities.
  • Monitor the sustainability of the project's results.
  • Provide feedback to the Project Manager on project strategies and activities;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly, and annual progress on all project activities to the MEAL Manager.
  • Perform other duties as may be assigned by the MEAL Manager and leadership.

Job Requirements:

  • A Bachelor's or master’s degree in Bussiness and Administration, agriculture, rural development, natural resources management, environmental studies, economics, or a related field. 

  • At least 3 years of relevant experience in managing complex and large-scale projects. 

  • Proven expertise and experience in community resilience and Agro business value chain development, conflict sensitivity, market analysis, value chain upgrading, quality standards. 

  • Strong knowledge and understanding of the socio-economic, political, and environmental context of Afghanistan, especially in rural areas affected by climate change and conflict. 

  • Excellent leadership, management, and communication skills, with ability to motivate and coordinate a diverse team of staff, and partners. 

  • Excellent analytical, problem solving and decision-making skills, with ability to adapt to changing situations and cope with challenges. 

  • Excellent report writing skills, with ability to produce clear, concise, and quality reports for internal management and external reporting to the donor. 

  • Fluency in English, both written and spoken. Knowledge of Dari and/or Pashto is an asset. 

  • Proficiency in MS Office and other relevant project management software applications. 

  • Willingness and ability to travel frequently to the project sites in districts of Ghazni and Maidan Wardak provinces.
