About TLO:

The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Descriptions:

The Provincial Project Officer will play a pivotal role in coordinating and conducting project activities at the provincial level. This position is crucial for assisting the program, research, outreach, and monitoring & evaluation (M&E) teams daily to ensure the effective and efficient implementation of project initiatives.

  • Represent TLO at the provincial level, working closely with relevant local authorities to facilitate project activities.
  • Establish and maintain collaborative relationships with local business chambers, associations, Micro, Small, and Medium Enterprises (MSMEs), and Civil Society Organizations (CSOs). Coordinate project initiatives with stakeholders active in the business sector.
  • Assist the program team in organizing training workshops for MSMEs and facilitate consultations at the provincial level.
  • Identify and map both registered and non-registered MSMEs at the provincial level; organize regular meetings with the business community.
  • Provide regular updates on business sector developments at the provincial level to the main office.
  • Support the Program, Research, and M&E teams in their activities at the local level, ensuring appropriate coordination with relevant authorities before commencing new activities.
  • Plan and organize events, meetings, and training sessions in target areas at the request of the project leadership team.
  • Facilitate the data collection process in assigned target areas.
  • Analyze the target area from a security and political standpoint, promptly informing the project leadership team of any risks to project implementation.
  • Maintain regular contact with project beneficiaries throughout the project duration.
  • Build stronger relationships with all partners and relevant authorities.

Job Requirements:

  • High school graduate required; bachelor’s degree preferred.
  • Two years of experience in a similar position.
  • Good report-writing skills.
