About Rural Movement Organization (RMO):

Rural Movement Organization (RMO) is an Afghan NGO with headquarters (HQ) in Kabul. It was established in 2014 as the continuation of the Belgian NGO "Solidarite Afghanistan Belgique" (SAB).

RMO retains the former national SAB management, key technical and administrative staff, and other SAB assets and maintains SAB expertise. It, therefore, is the trusted depository of SAB's nearly 30 years of experience and can smoothly continue all projects initiated under SAB management and take on any new challenges, while assuring the same project quality in these fields as SAB had provided for nearly 30 years.

In 2016, RMO formally became Geres (an international NGO) partner and jointly implemented a number of projects on energy, energy efficiency, environment, and climate change sectors.

Mission Overview:

Since 2014 RMO implemented a number of projects in coordination with Geres and in collaboration with Afghan ministries, and local authorities. RMO in Afghanistan mainly focuses on:

  • Agricultural Development, Livelihoods, and Food Security
  • Energy Efficiency, environment protection, and climate change
  • Vocational Training
  • Civil Society
  • Literacy & Education
  • Humanitarian and Emergency Aid

Team

In 2023, the RMO team includes 7 permanent and at least 12 volunteer staff.

Project Overview:

Adjusting to the current crisis context, rising poverty and food insecurity levels, RMO intends to apply a simple framed approach to disseminate Energy Saving Solutions (ESS) and Food Process and Production (FPPs) optimizing 3 main work streams in the intervention Districts:

Selection training, and supporting job opportunities for artisans from the construction sector to set up ESS and FPPs for selected beneficiaries

Providing vulnerable households with:

  1. ESS for the ones living in an energy-inefficient house with ESS in-kind (solar veranda, Solar cooker, Improved Degdan and Tandoor Cap)
  2. FPPs: solar dryer, storage, insulated greenhouses...
  3. Complete training sessions, toolkits, and further support on feed production and process,

Awareness raising of target populations on climate change impacts & and projects, food production and process, and related energy efficiency.

Job Descriptions:

Under the supervision of the Project Manager and /or Project Officer the M&E Specialist is directly involved with technical, awareness and R&D teams, he/she manages survey teams and supports PM on the management of partners, team members, and project activities.

He/she is in charge of project activities listed at LFA to make sure the activities are implemented according to plan, he/she regularly updates PM/project officer and project team on progress and highlights the activities less progressed or beyond the target. He/she is mainly in charge of the following activities

Monitoring and evaluation activities

  • Design and develop M&E procedures, due to project LFA, technical packages, awareness components and project methodologies, and available capacities;
  • Setting up the M&E system and M&E plan of the project according to RMO and donor procedures, M&E tools, and project logical framework;
  • Design all necessary data basses for project follow-up (dissemination, demo/pilot, craftsmen, awareness, photos database);
  • Make an action plan for data collection, sorting, and interring from the field into databases;
  • Regularly and frequently follow up on the databases with the project team;
  • Design and provide training for field staff and newly recruited team members on KOBO and RMO data collection systems, regularly follow them;
  • Conducting regular monitoring of project activities (training, constructions, dissemination, business strengthening, research and development, etc.);
  • Implementation and supporting of evaluation activities (baseline, impact surveys, consultancies);
  • Assure that records, files, and documentation are complete, accurate, and confidentially maintained in the Document Management System (DMS).
  • Overseeing the collection of accurate data from various sources (surveys, assessments, interviews, focus groups, etc.) and ensuring that it is properly stored, analyzed, and reported. They may design data collection tools and methodologies to ensure consistency and reliability.
  • Facilitate and moderate workshops/meetings with the project team to collect and present updated outputs of the project activities
  • Supervise, manage, and preserve monitoring and evaluation data in a safe and accessible way;
  • Provide technical support on M&E and evidence-based recommendations to the relevant staff;
  • Conduct regular field visits to check the quality and quantities of work done;
  • Support and follow up on payments together with the finance team (artisan wage, training etc) and with project team members;
  • Support PM and project officer on follow-up with institutions relations, especially with project line agency/ies;
  • Support PM by participation and representation in meetings and events organized by the project team and/or stakeholders, follow up with institutions and line agencies (KM – DAIL);

Mapping of collected data

  • Link the databases to GIS, in order to show project activities on maps;
  • Regularly update the maps on GIS and produce updated maps, at least quarterly based on progress reports; 
  • Share the maps with the PM and project team, make recommendations to the field team on the findings from GIS maps;
  • Together with PSO (Project Senior Officer) prepare and organize workshops (quarterly base) with the project team and update them on project achievement and necessary changes or orientation of project activities;

Donor M&E system

  • Be in close contact and coordination with donor M&E in charge/department;
  • Regularly upload updated field data into the donor digital monitoring system according to donor instructions;
  • With PM / PSO support report to the donor as per agreed deadlines and formats

Logical Framework of Activities

  • Prepare a tracking sheet for follow-up of LFA, closely follow LFA or proposal activities with responsible teams;
  • Update LFA according to project progress and reports to the donor (6 months’ base);
  • Send the tracking sheet to each team leader of the project and follow up with them, where they are with project progress, highlight the project activities progress (normal, critical, etc.);

Reporting

  • Provide M&E reports, describing project progress on each activity base, with maps;
  • Support PM /SPO on the report to the donor, progress report, and other activity or event reports (providing needed data, photos of activities or events. etc)
  • Provide visit or meeting report whenever she/he attends in any event or is part of it;
  • Receive reports from team members, consolidate them, and send them to PM or another related person/s;
  • Make a reporting archive and keep all final reports of each component and team;

Consultancies

  • Support PM/SPO on the preparation of consultancies (tender doc, announcement and follow-up)
  • Support consultants in terms of (Field visits, meetings or discussions with partners, beneficiaries’ stakeholders, and translation)

Any other responsibilities assigned by the Project Manager from time to time based on the needs of the project or organization.

Job Requirements:

  • University degree, from a well-known national or international university in social science, computer science, or any other relevant sectors;
  • At least 5 years of experience with UN/INGOs/NGOs in senior M&E positions and project management, minimum 3 years relevant experience in M&E (databases design and follow-up, field assessment strategy and implementation, etc.)
  • Very good knowledge of project proposals, LFA, and action plans
  • Ability to manage a team and motivate them to smooth activities implementation. Capacity to handle multiple tasks at one time and demonstrate flexibility to adapt to changing environment, capacity to create new tools;
  • Good knowledge of Geographical Information Systems (GIS)
  • Knowledge of Institutions and Donor’s rules and procedures;
  • Good written and fluent verbal communication skills in Pashto, Dari, and English;
  • IT skills with excellent knowledge of Computer literacy with command of MS Office Suite (advanced Excel skill is a must;
  • Good reporting skills and synthesis abilities;
  • Good interpersonal skills and ability to work in a team;
  • Be adapted to a hard-working environment.
