Gulbahar Power, a strategic unit of Gulbahar Investment, with the main office in Kabul and Project located in Sheberghan Afghanistan. Gulbahar Power is leading Afghanistan’s energy transformation through the development of scalable gas-to-power infrastructure. The project aims to harness indigenous natural gas resources to provide reliable, affordable, and clean electricity, contributing to the country’s industrial growth and energy security.

Job Descriptions:

Role Overview:

The Project Manager (PM) will be responsible for end-to-end planning, coordination, and execution of the 50 MW gas-to-power project at first stage, till 700 MW for a final stage. The PM will be a key liaison between technical consultants, LTSA teams, Afghan Gas Entreprises, DABS, and relevant stakeholders.

1. Project Execution & Coordination

  • Lead all phases of the gas-to-power project lifecycle: PPA and GSPA, engineering, procurement, and construction.
  • Translate contractual obligations under the PPA and GSPA into practical implementation plans.
  • Maintain effective communication and coordination with key governmental and institutional stakeholders. Represent the project in high-level discussions and ensure that all legal and regulatory obligations under the PPA and GSPA are met.
  • Monitor KPIs and critical path schedules to ensure on-time and on-budget execution.
  • Coordinate EPC contractors, oversee site activities, enforce quality and HS and environmental, EISA and Social protocols ensure smooth interaction with the Independent Engineer and LTSA service providers.
  • Develop a Pre-Commissioning Checklist in consultation with Technical Department, covering pressure tests, flare system validation, and SCADA integration.
  • Subcontractor Coordination: Hold daily toolbox talks to align crews on safety and tasks.
  • Lean Practices: Apply 5S methodology for site organization (Sort, Set, Shine, Standardize, Sustain).

2. Stakeholder Engagement

  • Preside over monthly Project Steering Committee (PSC) meetings that include, Project leadership and other stakeholders and based on requirements the government.
  • Address disputes using interest-based negotiation techniques to align GSPA and PPA, licenses, and other official documents between stakeholders with GP leadership expectations.
  • Centralized System: Deploy Document Control Software as per requirements of international standards.
  • Handover Dossiers: Compile operation manuals, as-built drawings, and warranty certificates for O&M teams, after authorization.

3. Technical Oversight

  • Oversee turbine installation, site civil works, and gas conditioning facility development in consultation with technical teams.
  • Coordinate EPC contractor mobilization, and OEM engagement (all stakeholders).
  • Work closely with engineering teams to validate load flows, gas composition, heat rate, grid interconnection studies and others as required.
  • Oversee third-party consultants performing feasibility studies, ensuring thorough evaluation of technical, financial, and regulatory factors.
  • Conduct Monte Carlo simulations to quantify risks (e.g., fuel supply disruption, currency fluctuations).
  • Develop contingency plans for grid instability and political volatility.
  • Digital Tracking: Implement RFID tags or QR codes for real-time inventory updates. Use Material Requirements Planning (MRP) software for demand forecasting.
  • Preservation Protocols: Utilize climate-controlled storage for sensitive equipment (e.g., control systems). Apply anti-corrosion treatments for pipelines and structural steel in line with technical teams and technicians.
  • Waste Management: Recycle construction debris (e.g., concrete, scrap metal and others) Turbine waste, Gas waste to meet sustainability goals with relevant party as required.

4. Financial & Risk Management

  • Collaborate with the finance team to monitor cash flow forecasts and manage disbursement schedules.
  • Track cost variances (Conduct biweekly Earned Value Analysis (EVA)), claims, and contractor change orders in coordination with finance teams.
  • Identify project risks and implement mitigation strategies, particularly around fuel supply, regulatory uncertainty, and grid constraints.
  • Workforce Planning: Rotate staff to prevent burnout during peak phases. Use Oracle HCM or Workday for payroll and compliance.
  • Budget Control: Track expenditures against milestones using Earned Value Management (EVM).

5. Reporting & Documentation

  • Prepare periodic project progress reports for leadership.
  • Ensure contract management protocols are adhered to with detailed documentation of communications and milestones.
  • Lead preparation of operational readiness reports, testing protocols, and Commercial Operation Date certification packages with relevant teams.
  • Assist in recruiting and onboarding technical staff, such as engineers, gas experts, and site supervisors. Promote a high-performance team culture that aligns with GP’s mission, goals and objectives.

 

 

Job Requirements:

Experience:

  • 10+ years of experience managing complex energy or Gas to Power Projects.
  • Proven success in implementing power projects (especially gas-to-power, combined cycle, or similar).
  • Experience working with PPA and GSPA agreements and multi-stakeholder projects in emerging markets.
  • Education & Qualifications:

  • Master’s degree in project management, or Business Administration (preferred).
  • PMP or PRINCE2 certification (Must).
  • Skills & Competencies:

  • Strong understanding of power generation technologies and gas infrastructure.
  • Exceptional stakeholder management and government liaison abilities.
  • Fluent in English; Dari and Pashto proficiency strongly preferred.
  • Ability to operate in challenging environments with agility and integrity.
  • Strong Communication and problem-solving skills.
  • Desirable Attributes:

  • Familiarity with Afghan regulatory frameworks for energy and infrastructure projects.
  • Background in donor-financed or blended-finance power projects.
  • Knowledge of turbine performance metrics (heat rate, efficiency) and grid dispatch dynamics.
  • Cross-Cutting Themes

  • Predictive maintenance and IoT for real-time data analytics.
  • Sustainability: Target ISO 50001 for energy management and LEED certification for auxiliary buildings.
  • Stakeholder Communication: Provide monthly newsletters and a dedicated project portal for transparent updates.
  • Lessons Learned: Conduct post-project review to update organizational process assets.
