How can you make a difference? 

Purpose of Activity/Assignment:
The assignment is to provide coordination support for management accompaniment activities for the World Bank Health Emergency Response (HER) and Asian Development Bank Novel Financing Arrangement (NFA)/SAFE Projects
The consultant will be responsible for providing Regularly and quarterly coordination support to enable the delivery of quarterly HER-AF/NFA (SAFE) management accompaniment (MA) deliverables for 14 targeted provinces. He/she works with and supports five Management Accompaniment officers. He/she supports Service Providers (SPs) in 14 AFIAT-targeted provinces to successfully implement their contracts for BPHS/EPHS to deliver quality health services and improve performance. In addition to the basic requirements of performance reviews, s/he ensures the performance reviews are conducted by meaningfully incorporating findings and data generated through UNICEF monitoring and coordinating follow up activities to ensure implementation of agreed actions. He/she is also responsible for coordination and implementation of the national-level performance review in close coordination with UNICEF and other partners.

Scope of Work:

  • Ensure effective coordination of overall MA activities with relevant technical units within UNICEF and partners.
  • Provide oversight and technical guidance and monitor the field officers in carrying out their duties, including development of the data packs, provision of analytical services and facilitation of performance reviews for each province.
  • Contribute to development of procedures, and guidelines to be used for performance management in accordance with the revised MA approach.
  • In close coordination with the UNICEF teams (Afghanistan Country Office (ACO) and zonal), facilitate the conduct of Quarterly Performance Review meetings at the provincial level and provide MA working group with technical support. 
  • Build capacity of zonal teams and MA focal points to help SPs understand incentive mechanism built in the BPHS/EPHS project and implement the activities to meet the performance benchmarks set forth in the performance management framework including P4P and QQC.
  • Work with data analytics consultant to develop data analysis guidelines for extenders (MA and monitoring) and SP MA focal points and build capacity to enable them to provide standardized analytical support to the SPs. 
  • Compile recommendations from the Quarterly Performance Reviews and other technical stakeholders regarding remedial action and follow up with concerned SPs/partners (e.g. UNICEF field teams).
  • Provide technical support to SP focal points and extenders on assessing the management capacity of the SPs at provincial level to identify the gaps to be addressed in the provincial Performance Improvement Plans (PIP).  
  • Provide technical inputs to develop an SP Performance Dashboard (at national and individual SP levels) to understand the sectorial performance in the BPHS and EPHS.
  • Review the monthly performance review reports in all zones/provinces and provide feedback and follow up.
  • Based on the performance management calendar, coordinate and facilitate the review process of the reports submitted by MA field focal points, provide feedback and develop review reports.
  • Provide general oversight to the MA consultants to ensure the quality of the MA work and deliverables are delivered effectively and on time.
  • Maintain a record of communication with the SPs.

 

Job Requirements:

To qualify as an advocate for every child you will have… 

  • An advanced university degree in Public Health, Health Management, Medicine, etc.
    *Two additional years of experience and bachelor's degree maybe accepted in lieu of masters.
  • Minimum of five years of relevant work experience in the health sector, with at least 2 years in data and/or performance management is required.
  • Experience of coordinating management accompaniment activities is desirable.
  • Proven analytical and data use skills, preferably in performance management.  
  • Knowledge and experience of performance management principles 
  • Knowledge and skills of data analysis, and data presentation.
  • Skills and knowledge of quality improvement and capacity building principles
  • Demonstrated ability in stakeholder management, team building, supportive supervision, capacity building, communication, and negotiation skills.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
