How can you make a difference? 

Purpose of Activity/Assignment:

The assignment is to provide data analytics and data management support for management accompaniment (MA) activities for the World Bank Health Emergency Response (HER) and Asian Development Bank Novel Financing Arrangement (NFA)/SAFE Projects.

The consultant will be responsible for analysing and managing MA related data. He/she supports implementing partners to successfully implement their contracts for BPHS/EPHS to deliver quality health services and improve performance through enhanced data analytics and capacity building. 

Scope of Work:

  • Lead the regular analysis of performance data as outlined in the MA ToR, and produce monthly and quarterly data packs
  • Work with NGO managers to build the capacity of HMIS focal points to fulfill the data and reporting requirements under their awards
  • Coordinate with UNICEF field teams and NGOs in the provinces to provide necessary training and mentoring to ensure the NGOs can train health facility (HF) staff to properly record, and report service delivery data to demonstrate achievements in Payment for Performance (P4P) and HMIS verification.
  • Support to strengthen monitoring activities of the implementing NGOs, in fulfillment of objectives under the projects.
  • Assist the team and NGOs to identify areas of weak performance based on monitoring and Third-Party Monitoring (TPM) data.
  • Assist provincial teams to conduct effective bottleneck/root cause analysis (RCA) and develop Performance Improvement Plans (PIP).
  • Participate in discussions related to any data issues, including possible issues related to the indicator formulation, measurement or reporting of data
  • In collaboration with UNICEF Afghanistan Country Office (ACO) and zonal teams, analyze extenders monitoring, HMIS and TPM data to find gaps, generate insight and provide guidance to UNICEF zonal and NGO provincial teams to improve performance at provincial and HF levels. 
  • Collaborate with UNICEF M&E and zonal teams, to improve the capacity of HMIS focal points and technical managers to increase reliability of HF data through improved data quality checks and development of information products (dashboards/visualizations).
  • In collaboration with UNICEF M&E team and other stakeholders, develop and implement strategies to strengthen NGO skills in data analysis, and data use. 
  • Collaborate with UNICEF M&E team to systematically strengthen and streamline related data management activities such as data collection (where applicable), and use.
  • Contribute to the preparation of the project’s quarterly performance review reports, and other project documentation.
  • Contribute technical inputs on MA related activities to support regular reporting and coordination activities (donor reports, technical working group sessions, etc.).
  • Maintain effective relationships with implementing partner NGOs and other partners.
  • Support the maintenance of tracking system/mechanism for effective follow-up PIP implementation and other MA identified corrective actions. 
  • Assisting in reviewing and helping to address SPs' complaints on TPM verified data through deeper analysis, cross-validation and triangulation of data.
  • Contribute to fulfill ad hoc data analytics work whenever required/needed.

  • An advanced university degree in Public Health, IT, Data Science, Computer Science, Health Management, Medicine.
  • Minimum of five years of relevant work experience in the health sector, with at least 2 years in data and/or performance management is required.
  • Two additional years of experience and bachelor's degree maybe accepted in lieu of masters.
  • Knowledge and experience of performance management principles.
  • Knowledge and skills of advance data analysis, programming, and data presentation.
  • Skills and knowledge of quality improvement and capacity building.
  • Demonstrated ability in team building, supportive supervision, communication, and negotiation
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
