Terre des hommes Lausanne (Tdh) is a Swiss child welfare foundation, that provides assistance and protection to vulnerable populations worldwide. Tdh has been working in Afghanistan since 1995 and carries out projects related to Child Protection, Mother and Child Health, and Livelihood Programs in Kabul  & Nangarhar provinces.

Job Descriptions:

Under the direct management of the Finance Manager, the Finance Officer:

  • Supervises the Country Office's financial resources management, autonomously guarantees, and manages the financial equilibrium and stability of the Country Office, and ensures compliance with TDH procedures, donors' guidelines, and local legislation.
  • Preparing Financial reports, checking and monitoring the financial quality, and ensuring the financial policies are applied accordingly.
  • Update the FMT, check and analyze the budget line, and follow the status of payments with relevant budget line holders.

 

Duties & Responsibilities

Accounting and cash flow management

  • Supervise the security of TDH funds and flows all over the country.
  • Pre-validate the financial allocations of the monthly accountancy closure process.
  • Ensure the financial quality of accounting, and implement spot check controls (validity of vouchers, quality of the accounting transactions, etc.).
  • Implement controls of payable and receivable account management at the financial reporting stage.
  • Manage cash flow between the Country Office and the HQ, ensuring the treasury on all activities.
  • Supervise the draw up of cash-flow forecasts and ensure the optimal management of cash flow.

 

Budget and donor funding contracts management

  • Under the supervision of the Finance Manager, contribute to the drawing up of the annual budget (P0, P1, P2, P3/ closing) with respect to TDH financial guidelines and golden rules, and analyze the impact on the financial plan.
  • Ensure realistic budgeting, proper codification of expenses, and good budget steering.
  • Update the allocation system of structure costs monthly, taking into consideration being compliant with donors' guidelines.
  • Support in the correct financial management of the Country Office; this includes, but is not limited to, follow-up of the Country Office budget, donors’ budgets, and contracts with partners.
  • Support operational teams in the design of budgets for the proposals to be submitted to donors and review and ensure approval from the Country Office before sending to HQ.
  • Contribute to the monthly update of the FMT (Financial Monitoring Tool) of budgets (donors’ budgets and Country Office budget) and financial equilibrium of the Country Office, including analysis and feedback to budget holders.
  • Anticipate and prepare cost or no-cost extension of donor contracts or budget amendments.
  • Keep up to date with the procedures of institutional donors providing funding for the Country Office and ensure compliance with these procedures.
  • Ensure proper follow-up of donor deadlines as per the funding database and draw up the financial reports.
  • Alert, when necessary, but early enough, on financial risks in the Country Office.
  • Participate in the training of the top management teams on budget management tools.
  • Ensure the respect of HQ deadlines and the monitoring process.

 

Partnership Management:

  • Participate in the identification process of partners, contribute to the partner's due diligence, and development of capacity-building plans to support the partners to comply with Tdh and the donors’ requirements.
  • Review Tdh partners’ financial reports, provide financial feedback to partners to enhance the finance and administrative organization and internal control.
  • Work on overall financial monitoring to support the capacity building of Tdh Afghanistan Country Office partners and ensure a rigorous financial control mechanism.
  • Ensures coordination with logistics and programmes for the partner supporting documents, expenses, and payment requests validation before the data entry and reconciliation in Saga.
  • Provides technical support and coaching to partners in the preparation of financial reports, budgets, budget follow up and forecasts.
  • Inform both the Finance Manager and Project Manager in case of major budget fluctuations, significant overspending, or underspending.
  • Conduct partners' field visits and spot checks.

 

Reporting and communication

  • Under the supervision of Finance Magner and within his/her field of activity, participate in developing synergies with government institutions, the other NGOs, and the local organizations, liaise with external auditors and other financial institutions.
  • Disseminate the financial information within the Country Office for both institutional and internal reporting.
  • Participate in the drafting of the monthly report with the Finance Manager for the Country Office's finance department activities.
  • Follow up on monetary market, prices, and exchange rates.
  • Follow up on the VAT and duty exemption procedures and keep a record of the exempted materials.

 

Audit, Compliance & Internal Control

  • Support the Audit focal point in the compliance of Tdh with all financial, tax reporting, and regulatory requirements.
  • Responsible for requesting the audits and tracking contractual financial audits up to the selection process.
  • Support the Finance Manager to develop an implementation plan and calendar for internal and external audit recommendations.
  • Respect and see to the enforcement of the Country Office's own regulations and financial and administrative processes.
  • Responsible for the fulfillment and adherence to the Tdh signatories' schedule for purchases and payment authorizations.
  • Know and implement policies on security, child protection, and fraud prevention within the finance department.
  • Draft, update the finance manual & SOPs.

Perform any other tasks as may be requested by the line manager

Job Requirements:

Education: Bachelor’s degree in Finance, Economics, BBA, management, or relevant subject.

Experiences: 5 years of Experience in Finance & Accounting, preferred in NGO environment, of which 3 at an Officer level within the finance department of an international organization.

Language Knowledge: Proficiency in oral, reading, and written English, Dari, and Pashto.

Competencies:

  • Strong Technical skills in finance.
  • Set and understand the legal, administrative, and financial documents.
  • Ability to track budgets and accountability in accordance with planning and deadlines.
  • Ability to increase understanding of financial issues within the Country Office.
  • Ability to lead, accompany, and track financial audits.
  • Ability to design a budget and prepare financial reports.

Skills:

  • Excellent communication skills for official settings, including emails, letters and reporting.
  • Must have good report writing skills and be able to provide an accurate report every month.
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets.
  • Sense of responsibility and high motivation and commitment.
  • Ability to work under pressure and ensure quality work with tight deadlines,
  • Being a self-organizer and self-starter.
  • Oriented results and capability to take initiatives,
  • Dynamic and flexible.
  • Advanced in Office, Accounting software (SAGA preferable)

Child Protection Knowledge Advantage:

  • Has significant experience working in the child protection sector.
  • Can make considered decisions about how to act to safeguard or promote recognized signs of abuse, exploitation children’s welfare.
  • Can work with children and their families in a range of complex situations, addressing issues such as resilience and recovery.
  • Promotes and speaks with authority about the principles and approaches to child protection programming.
  • Leads team to make existential choices about how best to use the available time and resources to address violations of children’s right to protection.
  • Strengthens the linkage between national policies and structures and community-based care and protection mechanisms, including traditional mechanisms.
  • Works effectively and collaboratively with other agencies to pursue common goals in child protection.
