Job Descriptions:

Scope of work: 

ASLO has an extensive and a good track record in implementation of educational support programs funded by donors in Logar province. ASLO in cooperation will implement education Global Partnership for Education (GPE) in 5 locations of Logar province, namely, Kharwar, Barak-i-Barak, Khushi, Pule Alam, and Mohammad Agha districts of Logar province. This position is responsible to ensure proper filling of vouchers, receipts, and supporting documents in line with donor and ASLO policies in Community Based Education (CBE) in Logar districts.

Under the overall supervision of the Provincial Education Manager and Education Officer, He/she shall maintain accurate and up-to-date records of all project-related financial transactions for effective and efficient implementation of CBEs classes. He/She shall process payments for CBE-related expenses (e.g., teacher stipends, rent, learning materials) and ensure timely and compliant disbursement of funds to project staff, suppliers, and partners.

The Finance assistant reports to the Provincial Education Manager and Education Officer in Logar Provincial Office.

Responsibilities:

1. Financial Record Keeping

  • Maintain accurate and up-to-date records of all project-related financial transactions.
  • Ensure proper filing of vouchers, receipts, and supporting documents in line with donor and ASLO policies.

 

2. Budget Monitoring and Reporting

  • Assist in tracking project expenditures against the approved GPE budget.
  • Support the preparation of monthly, quarterly, and donor-specific financial reports.
  • Highlight any variances or concerns to the Finance Officer or Provincial Education Manager.

 

3. Payments and Disbursements

  • Process payments for CBE-related expenses (e.g., teacher stipends, rent, learning materials).
  • Ensure timely and compliant disbursement of funds to project staff, suppliers, and partners.

 

4. Compliance and Audit Readiness

  • Ensure all financial transactions follow GPE and donor financial guidelines.
  • Prepare and organize documentation for audits and financial reviews.

 

5. Cash and Bank Management

  • Assist in managing project bank accounts and petty cash systems.
  • Support bank reconciliations and cash counts in coordination with the Finance Officer.

 

6. Procurement and Inventory Support

  • Support finance-related aspects of procurement (e.g., verifying quotations, reviewing payment documents).
  • Work with logistics to track expenses related to material procurement and distribution.

 

7. Coordination and Communication

  • Liaise with field staff and partners to collect financial documentation from CBE sites.
  • Communicate with the project team to ensure proper financial planning and spending.
  • Coordinate with local education authorities and community leaders as needed.
  • Work closely with Education Officers, community mobilizers, and other stakeholders to ensure community engagement and support for education.
  • Promote safeguarding, protection, and wellbeing of all children and ensure adherence to child protection and Do No Harm principles.
  • Willingness to travel regularly to rural and remote project sites.
  • Any other task assign by the line manager.

Job Requirements:

Qualifications & Requirements:

  • Education: Bachelor’s degree in Finance, Accounting, or related field.
  • Experience: Minimum 3–5 years in a similar role.
  • Proficiency in MS Excel and accounting software (e.g., QuickBooks).
  • Strong organizational and multitasking abilities.
  • Good communication and interpersonal skills.
  • Knowledge of local labor law is an asset.
  • Experience teaching adults might be advantageous.
  • Strong planning and organizational skills.
  • Excellent analytical and problem-solving abilities.
  • Patience and resilience.
  • A high degree of diplomacy.
  • Great conflict resolution skills.
  • Good planning skill.
  • Excellent oral and written communication skill in Dari/Pashto.
  • Ability to frequently travel to the target communities in the districts.
