Pharmacy Officer
Terms of Reference (ToR) for the position of Pharmacy Officer for AEHDA’s Health, WASH, and Protection project in Herat Province:

Position Title: Pharmacy Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat Province (with field travel to health facilities as needed)
Duration: 12 months (extendable up to 3 years based on performance and funding)
Probation Period: 3 months
Reporting to: Provincial Coordinator / Health Program Manager
1. Background
AEHDA is implementing a comprehensive, multi-sectoral program in Herat Province aimed at improving essential health services, hygiene practices, and protection for vulnerable populations. A key component of this project is the proper management, distribution, and monitoring of pharmaceuticals and medical supplies in targeted health facilities.
2. Purpose of the Position
The Pharmacy Officer is responsible for overseeing the safe, efficient, and accountable management of pharmaceuticals and medical consumables within the project area. The officer will ensure compliance with MoPH standards, AEHDA procedures, and donor guidelines regarding procurement, storage, distribution, and documentation of medicines.

6. Reporting Line
The Pharmacy Officer reports to the Provincial Coordinator and Health Program Manager. S/he will also coordinate closely with logistics, procurement, and facility-level staff.
7. PSEA and Compliance
The Pharmacy Officer must adhere strictly to AEHDA’s PSEA (Protection from Sexual Exploitation and Abuse) and Child Protection Policies. Ethical management of health commodities and adherence to humanitarian principles are mandatory.

Any misuse of medications, misreporting, breach of pharmacy ethics, or violation of AEHDA policies will result in strict disciplinary action, including possible termination of the contract
