Pharmacy Officer

Terms of Reference (ToR) for the position of Pharmacy Officer for AEHDA’s Health, WASH, and Protection project in Herat Province:

Terms of Reference (ToR)

Position Title: Pharmacy Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat Province (with field travel to health facilities as needed)
Duration: 12 months (extendable up to 3 years based on performance and funding)
Probation Period: 3 months
Reporting to: Provincial Coordinator / Health Program Manager

1. Background

AEHDA is implementing a comprehensive, multi-sectoral program in Herat Province aimed at improving essential health services, hygiene practices, and protection for vulnerable populations. A key component of this project is the proper management, distribution, and monitoring of pharmaceuticals and medical supplies in targeted health facilities.

2. Purpose of the Position

The Pharmacy Officer is responsible for overseeing the safe, efficient, and accountable management of pharmaceuticals and medical consumables within the project area. The officer will ensure compliance with MoPH standards, AEHDA procedures, and donor guidelines regarding procurement, storage, distribution, and documentation of medicines.

3. Key Responsibilities

• Oversee the receipt, storage, inventory, and distribution of pharmaceuticals and medical supplies to project-supported health facilities.
• Ensure accurate documentation of incoming and outgoing stock, consumption rates, and expiry dates.
• Prepare and maintain stock registers, bin cards, and monthly pharmacy reports.
• Supervise the proper arrangement and classification of drugs in compliance with WHO and MoPH protocols.
• Conduct regular visits to supported facilities to monitor drug usage, stock levels, and storage conditions.
• Coordinate with logistics and procurement units to maintain supply chain efficiency and avoid stockouts or overstocking.
• Participate in quantification, forecasting, and planning for pharmaceutical needs.
• Provide guidance and training to facility staff on rational drug use (RUD) and basic pharmacy management practices.
• Ensure all controlled substances are managed securely and reported according to policy.
• Support preparation for external audits or MoPH inspections regarding pharmaceutical management.

6. Reporting Line

The Pharmacy Officer reports to the Provincial Coordinator and Health Program Manager. S/he will also coordinate closely with logistics, procurement, and facility-level staff.

7. PSEA and Compliance

The Pharmacy Officer must adhere strictly to AEHDA’s PSEA (Protection from Sexual Exploitation and Abuse) and Child Protection Policies. Ethical management of health commodities and adherence to humanitarian principles are mandatory.

8. Working Conditions

• Based in Herat with frequent travel to project-supported health centers in Adraskan, Gulran, and Koshk-e-Robath Sangi.
• Full-time position, 5 working days per week (Saturday to Wednesday).

9. Interdiction Clause

Any misuse of medications, misreporting, breach of pharmacy ethics, or violation of AEHDA policies will result in strict disciplinary action, including possible termination of the contract

4. Qualifications

• Bachelor’s degree in Pharmacy, Pharmacology, or a related health science field.
• At least 5 years of relevant work experience in pharmaceutical or medical supply management.
• Familiarity with BPHS/EPHS pharmacy procedures and MoPH standards.
• Strong understanding of drug classification, storage, and distribution guidelines.
• Excellent skills in inventory control and reporting.
• Proficiency in MS Excel, Word, and pharmacy software tools (if applicable).
• Fluency in Dari or Pashto; basic working knowledge of English is preferred.
