Reproductive Health (RH) Officer
Terms of Reference (ToR) for the position of Reproductive Health (RH) Officer to support and oversee the Reproductive Health (RH) and Maternal & Child Health (MCH) activities under AEHDA’s Health, WASH, and Protection project in Heart Province

Position Title: RH Officer
Project Title: Health, WASH, and Protection Interventions
Duty Station: Herat Provice (with regular travel to supported health facilities)
Duration: 12 months (extendable based on performance and availability of funds)
Probation Period: 3 months
Reporting to: Health Program Manager / Provincial Coordinator
1. Background
AEHDA is implementing a multi-sectoral project to improve access to essential health, WASH, and protection services in underserved communities. A significant component of the program focuses on Reproductive Health (RH) and Maternal and Child Health (MCH), with the aim of reducing maternal and neonatal morbidity and mortality. The RH Officer plays a key role in planning, implementing, and monitoring RH/MCH services within supported health facilities and communities.
2. Purpose of the Position
The RH Officer is responsible for the overall support, supervision, and technical oversight of reproductive, maternal, newborn, and child health activities under AEHDA’s program. The position ensures quality of services, compliance with national standards, capacity building of health staff, and community-level engagement to promote safe motherhood and child care practices.
3. Key Responsibilities
• Provide technical support to health facilities and mobile teams on RH/MCH services, including antenatal care, postnatal care, safe delivery, family planning, and newborn care.
• Monitor the availability of RH commodities and support timely requests and replenishment.
• Conduct regular supervisory visits to health facilities to ensure adherence to RH protocols and guidelines.
• Facilitate on-the-job training and mentoring of midwives, nurses, and CHWs on RH standards.
• Collaborate with the M&E team to ensure accurate reporting of RH indicators (ANC, SBA, FP, PNC, etc.).
• Support integration of GBV and adolescent reproductive health services where applicable.
• Participate in needs assessments, planning, and review meetings with relevant stakeholders.
• Ensure proper documentation, case management, and referral systems for high-risk pregnancies and complications.
• Contribute to health promotion and awareness campaigns targeting mothers, adolescents, and caregivers.
• Identify service delivery gaps and provide recommendations for improvement.
• Ensure that community-level outreach includes key messages on safe pregnancy, nutrition, immunization, and family planning.
6. Reporting Line
The RH Officer reports directly to the Health Program Manager or the Provincial Coordinator and coordinates closely with M&E and field health teams.
7. PSEA and Compliance
The RH Officer must comply fully with AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA), Child Protection, and Code of Conduct policies. Any violations or misconduct must be reported and will be dealt with strictly.
8. Working Conditions
• Based in [Insert Province], with regular travel to health facilities in target districts.
• Full-time position, 5 working days per week (Saturday to Wednesday).
• Fieldwork may include supervision in hard-to-reach areas.
9. Interdiction Clause
Any professional misconduct, data manipulation, negligence in care, or breach of AEHDA's core policies will lead to disciplinary action, including potential termination of employment.
4. Qualifications
• Medical doctor, midwife, or nurse with additional training in reproductive health or public health.
• Minimum 5 years of experience in RH/MCH program implementation or facility-based care.
• Familiarity with MoPH RH and BPHS/EPHS service delivery protocols.
• Strong supervisory, coaching, and report writing skills.
• Good understanding of maternal and child health data and indicators.
• Computer literacy (Excel, Word, and health reporting tools).
• Fluency in local languages (Dari or Pashto); English is an asset.
