Admin Officer

Terms of Reference (ToR) for the Position of Admin Officer for AEHDA’s Operations

Position Title: Admin Officer
Project Title: Multi-sectoral Humanitarian & Development Programs
Duty Station: (Kabul)
Duration: 12 months (extendable up to 3 years based on performance and funding)
Probation Period: 3 months
Reporting to: / Operations Director

1. Background

AEHDA is a national NGO committed to providing health, WASH, protection, and other life-saving services to vulnerable populations across Afghanistan. Effective administration is essential to support smooth program delivery, ensure compliance, and maintain internal operational systems. The Admin Officer plays a critical role in managing administrative functions, supporting staff logistics, and ensuring the office environment operates efficiently and in accordance with AEHDA’s policies.

2. Purpose of the Position

The Admin Officer is responsible for supporting general office administration, asset and facility management, logistics support, document control, and coordination of administrative tasks. S/he works closely with HR, procurement, finance, and program departments to ensure operations run smoothly and efficiently at both provincial and central levels.

3. Key Responsibilities

General Office Administration

• Maintain proper filing systems (electronic and hardcopy) for all administrative documents.
• Ensure cleanliness, functionality, and order in the office environment.
• Manage petty cash advances and small procurement requests in coordination with finance.
• Handle office communications, mail distribution, and reception duties when needed.
• Prepare meeting minutes, memos, letters, and other administrative documents.

Asset and Inventory Management

• Maintain an up-to-date inventory of office furniture, equipment, and supplies.
• Monitor asset movement, tagging, and condition; report damages or losses.
• Ensure administrative assets are used appropriately and in accordance with AEHDA policy.
• Support periodic physical inventory checks and asset audits.

Logistics and Travel Coordination

• Support travel arrangements for staff, including flight, transport, and accommodation bookings.
• Track vehicle movement and schedule drivers as needed for project or admin use.
• Ensure office supplies are stocked and replenished regularly.
• Coordinate with field offices and logistics teams for smooth support operations.

Facilities and Vendor Management

• Oversee office rental agreements, utilities, maintenance, and service contracts.
• Liaise with landlords, technicians, and suppliers to ensure proper office functionality.
• Support procurement processes for admin-related needs (stationery, furniture, etc.).

Support to HR and Programs

• Assist with onboarding logistics for new staff (desks, equipment, ID cards, etc.).
• Provide logistical support to training sessions, workshops, and events.
• Support admin components of donor visits, audits, and internal reviews.

6. Reporting Line

The Admin Officer reports to the Admin & HR Manager or Operations Director. S/he works in close coordination with logistics, finance, HR, and provincial admin focal points.

7. PSEA and Compliance

The Admin Officer must comply with AEHDA’s Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and Code of Conduct policies. S/he is expected to model ethical behavior and uphold accountability in all administrative tasks.

8. Working Conditions

• Based at the AEHDA office in [Kabul / Herat / etc.], with occasional travel to field sites if needed.
• Full-time position, 5 working days per week (Saturday to Wednesday).

9. Interdiction Clause

Any misuse of assets, unauthorized disclosure of information, negligence, or violation of AEHDA policies will result in disciplinary action, including possible termination of employment.

Job Requirements:

4. Qualifications

• Bachelor’s degree in Business Administration, Management, or a related field.
• At least 5 years of relevant experience in administration or operations, preferably with an NGO.
• Good knowledge of Afghan labor and administrative practices.
• Proficiency in Microsoft Office (Word, Excel, Outlook).
• Strong organizational, communication, and multitasking skills.
• Fluency in Dari or Pashto and basic knowledge of English is required.
