Job Descriptions:

  • Overall management of finance section of both PHC and SHC.
  • Check and control of the documents for final entry and payments.
  • Review and verification of the monthly payroll of the staff of office, provincial hospital and clinics for final approval.
  • Prepare monthly forecast budget (cash request) plan for all projects.
  • Ensure daily cash count in practice both physical as well documented.
  • Ensure that every small and large procurement paid in the office is according to the policy and procedures.
  • Responsible for the overall quality of the financial procedures of the project office
  • Reconciliation of cash and bank statements.
  • Review of Payable and adjustment record prepared by accounting section in relevant province.
  • Inform project director in case of any mismanagement in finance section regarding cash, irrelevant expenditures or anything against policies.
  • Participate regularly in meetings of management (Finance and Admin), and then follow up of the decisions taken.
  • Reporting regular financial updates to the office at Provincial and central levels.
  • Ensure all security measures are placed in finance section, Provincial hospital and Health facilities for safely dealing of the cash flow.
  • Confirmation of fund transfer receipt.
  • Perform any other task given by the project director

Job Requirements:

  • Bachelor’s degree in finance or economics or equivalent in finance certified by the relevant higher education authority in Afghanistan.
  • At least 10 years in experience full time in accounting and finance training in financial reporting and training in software (e.g, QuickBooks).
  • Good command of Pashto, Dari and English.
  • Good management, reporting and communication skills in Computer, especially with MS office Package
  • Former working experience in PHC and SHC projects financial management at least for 3 years.
  • He/ she must be honest, trust worthy, active and well mannered (polite and cooperative with all colleagues)
